<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 13.55pt; background: white; margin: 0in 3.4pt .0001pt 6.55pt;"><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry has deposited Rs. 8900/- (Rs. 8400/ NOC fee + Rs. 500/- application fee) vide UTR no. 439804729 dated 16.01.2024 as NOC fee against the proposed project cost of Rs. 147.40, which is adequate.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 13.55pt; background: white; margin: 0in 3.4pt .0001pt 6.55pt;"><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry has obtained DTP certificate vide letter no. 26 DTP (Barnala) RSB-1 dated 04/01/2024 in which it is stated that site of industry falls in revenue estate of Village Hamidi, having<span style="mso-spacerun: yes;"> </span>Khasra<span style="mso-spacerun: yes;"> </span>No. 146//23/1/2(3-12), 24/1/2(3-11), 23/2(1-2), 24/2(1-2), 153//2/3/1(4-0), 3/1(7-2), 4//1(6-18), 4/2/1(0-4) in<span style="mso-spacerun: yes;"> </span>land measuring 27 Kanal 11 Marle. The report of the above site given by the DTP is reproduced as under:-</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 13.55pt; background: white; margin: 0in 3.4pt .0001pt 6.55pt;"><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">From the above documents, the site is suitable for the establishment of the above said rice sheller.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 13.55pt; background: white; margin: 0in 3.4pt .0001pt 6.55pt;"><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">To verify the facts, the site was visited by undersigned on 23/01/2024 and it was observed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -.5in; line-height: 13.55pt; mso-list: l1 level1 lfo2; background: white; margin: 0in 5.55pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: Century; mso-bidi-font-family: Century;"><span style="mso-list: Ignore;">(i)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The site is located in the revenue estate of Karamgarh Road, Village Hamidi, Barnala.</span></p>

There is one rice sheller namely M/s Captain Chanda Singh Rice Mills is under final establishment just near to this site, which has been already granted NOC by the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.5in; line-height: 13.55pt; mso-list: l1 level1 lfo2; background: white; margin: 0in 5.55pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: Century; mso-bidi-font-family: Century;"><span style="mso-list: Ignore;">(iv)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry has proposed to install separate cyclone separator as APCDs for shelling section and paddy cleaner of dryer section. In this regard, the industry shall also submitted feasibility report, which is principally adequate.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.5in; line-height: 13.55pt; mso-list: l1 level1 lfo2; background: white; margin: 0in 5.55pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: Century; mso-bidi-font-family: Century;"><span style="mso-list: Ignore;">(v)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry does not propose to use any water in the process, thus no trade effluent will be generated from the process. The industry has proposed to use 1.0 KLD of water for domestic use, thus only domestic effluent @ 0.6 KLD will be discharged onto land for plantation after passing through septic tank.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 13.55pt; background: white; margin: 0in 3.4pt .0001pt 6.55pt;"><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">From the above, it is clear that the industry is meeting with the specific siting guidelines prescribed by the Board for the establishment of a rice sheller unit, as per <a href="http://www.ppcb.gov.in/Attachments/sitting%20Criteria/Officeorder%2015.10.2013.pdf"><span style="color: windowtext; text-decoration: none; text-underline: none;">Deptt of Science Technology & Environment Govt. of Punjab</span></a> <a href="http://www.ppcb.gov.in/Attachments/sitting%20Criteria/Officeorder%2015.10.2013.pdf"><span style="color: windowtext; text-decoration: none; text-underline: none;">Order</span></a> <a href="http://www.ppcb.gov.in/Attachments/sitting%20Criteria/Officeorder%2015.10.2013.pdf"><span style="color: windowtext; text-decoration: none; text-underline: none;">No. 10/48/2004/STE(4)/932 dated 15.10.2013.</span></a> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 13.55pt; background: white; margin: 0in 3.4pt .0001pt 6.55pt;"><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Keeping in view of above, if approved, the consent to establish (NOC) for setting up of rice sheller unit at proposed site to manufacture Sorted raw rice (with dryer) @ 3.0 TPH by processing of Paddy @ 4.5 TPH as raw material may be granted to the industry with suitable conditions as per policy of the Board and special condition that:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 13.55pt; background: white; margin: 0in 3.4pt .0001pt 6.55pt;"><span style="font-size: 13.5pt; font-family: 'Century',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry shall comply with the terms and conditions mentioned in the DTP certificate vide letter no. 26 DTP (Barnala) RSB-1 dated 04/01/2024 by the Competent Authority and will obtain the consents of the Board before commissioning of the unit.</span></p>
