CTE/Fresh/BAR/2022/19873395 dated 07/10/2022 valid upto 06/10/2023 for developing of residential colony at Barnala Sangrur Road, Village Dhanaula Khurd, District Barnala having 90 residential plots, 9 Commercial sites and one school in total land area of 9.99 acres under small scale orange category. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted a request letter which is stating that the NOC granted to it, is for 90 residential plots, 9 Commercial sites and one school in total land area of 9.99 acres rather they had applied for Residential Plots @ 90 Numbers, Commercial Area (Booth) @ 9 Numbers, <strong>EWS Plots @ 23 Numbers</strong>, School @ 1 Number and <strong>Parks 2 Numbers</strong> in the same area. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">As per checking of record file of this office and application submitted by the project proponent, it has been found that the NOC was inadvertently granted to the project proponent for 90 residential plots, 9 Commercial sites and one school only however, it was applied for Residential Plots @ 90 Numbers, Commercial Area (Booth) @ 9 Numbers, <strong>EWS Plots @ 23 Numbers</strong>, School @ 1 Numbers and <strong>Parks 2 Numbers</strong>.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Now, the project proponent has applied for obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981 for Residential Plots @ 90 Numbers, Commercial Area (Booth) @ 9 Numbers, EWS Plots @ 23 Numbers, School @ 1 Numbers and Parks 2 Numbers in the existing land with the generation and disposal of domestic effluent @ 58 KLD.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: .55pt 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The project proponent has deposited fee Rs. 23,400/- (Rs. 10,200/- vide no. 001162250757 dated 08.12.2023 + Rs. 13,200/- vide no. P087230230322724 dated 28.12.2023 as consent fee) & Rs. 5400/- vide no. 001162274425 dated 08.12.2023 as penalty fee under the Water Act, 1974 and Rs. 23,400/- (Rs. 10,200/- vide no. 001162241058 dated 08.12.2023 + Rs. 13,200/- vide no. 001162262275 dated 08.12.2023 as consent fee) & Rs. 5400/- vide no. 001162278101 dated 08.12.2023 as penalty fee under the Air Act, 1981, against the fixed value of Rs. 1015.45. The fee deposited by the project proponent is<strong> adequate upto 31/10/2024</strong> under both acts, after deduction of penalty fee.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: .55pt 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The project proponent has also deposited Rs. 13,200/- vide no. P087230230321971 dated 28.03.2023 as NOC fee.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: .55pt 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The project proponent has made an agreement with its sister concerned colony namely M/s Dynamic Homes Phase-II, Barnala-Sangrur Road, Village Dhanaula Khurd, District Barnala to treat its domestic effluent quantity 58 KLD generated from this project in the STP installed in its sister concerned unit i.e. M/s Dynamic Homes Phase-II. The total effluent generation from both the Phases will be 120 KLD (58 KLD + 62 KLD) and as per feasibility report presently, it has installed the STP of capcity 125 KLD.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: .55pt 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">It will partially utilize treated domestic effluent onto land for plantation/ green area and partially re-used for flushing purposes in its colony. The project proponent will convert kitchen waste and green waste into compost through vermi-composting at site and sold out recyclable waste to authorized recycling units and other waste get lifted through MC, Barnala.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The site of the residential project was visited by AEE of this office on 22/12/2023 and observed as under:-</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white; margin: 0in 2.45pt .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The boundary wall work, plotting work, road work, sewerage network and street lights work has been completed at site. The project proponent informed that the said work has been completed as proposed by it in the NOC as plotting has been done and it will be sold out to the public for construction of houses by their own. The complete construction/occupancy may take another 5-6 years.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white; margin: 0in 2.45pt .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Presently, one house is constructed in whole project. Further in the NOC application the project proponent had proposed to install the STP of capacity 135 KLD consisting of Screen Chamber, Oil & Grease Chamber, Sewage collection tank, MBBR Reactor I & II, Secondary Tube Settler, Filter feed Tank, Pressure sand Filter, Activated Carbon Filter, and Hypo Dosing System, Filter press, Sludge drying beds. However, presently, it has installed STP consisting of screen chamber, Collection Cum aeration tank, Clarifier, syntax collection tanks, clarifier, sump and filters. As per the Completion certificate of STP submitted by the industry the capacity of STP has been mentioned as 125 KLD, which was earlier proposed of 135 KLD in NOC. Due to lack of effluent, sampling could not be carried out. The project proponent in this regard, vide its letter dated 18.01.2024 (copy enclosed in list of documents) has submitted as under:-</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 58.5pt;"><span style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; background: white;">"</span><em><span style="font-size: 14.0pt;">We, Dynamic Homes, Phase 1 & 2, Barnala Sangrur Road, Vill Dhanaula Khurd, Barnala submit that construction for the roads, parks & plantation, boundary wall, sewerage & water work, electric work and all other required works have been done for the development of colony as per the guidelines mentioned in the NOCs (Air & Water) obtained by us from PPCB department. But there is a STP of 125 KLD against the required capacity of 135 KLD. As there are only 1-2 homes under construction from which negligible amount of domestic effluents are being generated. Further, in next six month/one year we expect the construction/occupancy of more 15-20 houses, we will enhance the capacity of STP to 135 KLD, whenever required, as mentioned in the NOC as well as upgrade it to the latest technologies of the time. So, kindly grant us short-term consents for Air and Water u/s Air Act, 1981 and Water Act, 1974 respectively. We will bound to comply with the Govt./Board guidelines."</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white; margin: 0in 2.45pt .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The project proponent has proposed to treat its domestic effluent in STP to be installed by its sister concerned unit. M/s Dynamic Homes Phase-II. Both the Phases of the project i.e. M/s Dynamic Homes Phase-I and II are just adjoining to each other and divided by internal road.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white; margin: 0in 2.45pt .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The PP has proposed to utilize its treated waste water partially onto land for plantation 4346 sq. mtrs (as per layout plan) and remaining reused for flushing in its premises after treatment in STP to be installed by its sister concerned colony namely M/s Dynamic Homes Phase-II. The plantation have been provided. Further, presently, there is no occupancy, hence, parks and lines for dual plumbing are yet to be provided.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white; margin: 0in 2.45pt .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The project proponent has provided some compost pits for making manure from the solid waste. However, same yet are not operational due to no occupancy.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white; margin: 0in 2.45pt .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-size: 13.5pt; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The project proponent also submitted approved layout plan of the colony.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The total area of the project is less than 50 Hectare, hence, the project is not covered under Environmental Clearance.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 71.95pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 6.7pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Keeping in view of above, if approved, short time consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the project proponent for this project upto 31/10/2024 with suitable conditions as per policy of the Board and special condition that:-</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -13.5pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 67.5pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">1. The project proponent will upgrade its STP to 135 KLD as per latest technology before the sufficient occupancy / construction and effluent generation.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -13.5pt; line-height: 13.8pt; background: white; margin: 0in 2.45pt .0001pt 67.5pt;"><span style="font-size: 13.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">2. The project proponent will regularly maintain and develop the plantation area for the disposal of its treated sewage and dual plumbing arrangements as proposed in the NOC before the sufficient occupancy /construction and effluent generation.</span></p>
