CTOW/Renewal/SGR/2023/21755026 dated.<span style="letter-spacing: 5.3pt;"> </span>11/09/2023 valid upto 10/09/2024 and the Air Act,<span style="letter-spacing: .05pt;"> </span>1981 vide no. CTOA/Renewal/SGR/2023/21755036<span style="letter-spacing: 1.6pt;"> </span>dated.<span style="letter-spacing: 5.3pt;"> </span>01/07/2023, valid upto 31/12/2023 for manufacturing of Wool top @ 9.5 MTD Scoured Wool @ 1.2 MTD and Blended Fancy Yarn @ 2.5 MTD by using Greasy<span style="letter-spacing: -.1pt;"> </span>Raw<span style="letter-spacing: -.15pt;"> </span>Wool / Scoured<span style="letter-spacing: -.1pt;"> </span>Wool / Fancy<span style="letter-spacing: -3.6pt;"> </span>Yarn<span style="letter-spacing: 3.65pt;"> </span>@ 13 MTD, with<span style="letter-spacing: .05pt;"> </span>certain<span style="letter-spacing: -.05pt;"> </span>conditions mentioned<span style="letter-spacing: -.1pt;"> </span>therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Now, the industry has applied to renewal of the consent to operate granted under the Water Act, 1974 through OCMMS for manufacturing the same product using same raw material with the generation and disposal of same quantity of treated trade effluent (20 KLD) and treated domestic effluent (5 KLD).</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry had already<span style="letter-spacing: .05pt;"> </span>deposited consent fee in the previous application against the same value of fixed assets i.e. Rs.<span style="letter-spacing: -.2pt;"> </span>1108.67<span style="letter-spacing: -.05pt;"> </span>lacs as per CA certificate dated 07.11.2023, which<span style="letter-spacing: .05pt;"> </span>is adequate upto<span style="letter-spacing: -.1pt;"> </span>31/03/2028.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Earlier, the industry was given personal hearing before the CEE (B) on 08.08.2023 due to violations under the Water Act, 1974. After hearing it was decided as under:-</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">1. Environmental Engineer, Regional Office, Sangrur shall visit the industry surprisingly to check the compliance made by the industry and send the report within 15 days.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">2. The consent to operate under the Water Act, 1974 be renewed for one year.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">3. It was made clear to the industry that in case the industry is found violating, action under the provisions of relevant Environmental Laws/Rules shall be initiated against the industry.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Accordingly, consent to operate under the Water Act, 1974 was granted to the industry upto 10.09.2024.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 4.4pt .0001pt 5.4pt;"><strong><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry has already applied for renewal of consent to operate under the Air Act, 1981 which has been already processed separately.</span></strong></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 66.55pt; line-height: normal; background: white; margin: 0in 5.05pt .0001pt 5.4pt;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The<span style="letter-spacing: .6pt;"> </span>industry<span style="letter-spacing: .55pt;"> </span>was<span style="letter-spacing: .45pt;"> </span>visited<span style="letter-spacing: .55pt;"> </span>by<span style="letter-spacing: .55pt;"> </span>undersigned along with your good self and Scientific Staff of Head Office, Air Lab, Patiala, on<span style="letter-spacing: .5pt;"> 04</span>.01.2024<span style="letter-spacing: .65pt;"> </span>and<span style="letter-spacing: .45pt;"> </span>during<span style="letter-spacing: .5pt;"> </span>visit,<span style="letter-spacing: -3.6pt;"> </span>it<span style="letter-spacing: -.15pt;"> </span>was observed<span style="letter-spacing: -.1pt;"> </span>that:-</span></p>

<p class="MsoListParagraph" style="text-align: justify; text-indent: -32.7pt; line-height: 14.45pt; mso-list: l0 level1 lfo1; background: white; margin: .05pt 5.05pt .0001pt .5in;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 13.5pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style',serif;">The ETP was in operation during visit and treated effluent was being discharged onto land for plantation. The effluent sample of the same were collected during visit and as per the analysis report, results are within limits. </span></p>

<p class="MsoListParagraph" style="text-align: justify; text-indent: -32.7pt; line-height: 14.45pt; mso-list: l0 level1 lfo1; background: white; margin: .05pt 5.05pt .0001pt .5in;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 13.5pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style',serif;">The industry has provided the plantation in an area (eucalyptus trees) around 4 acres outside, adjoining to the unit. The plantation area is adequate in comparison to the discharge of the industry.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 54.75pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">The industry was found complying under the Water Act, 1974 and the Air Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 54.75pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">Keeping in view of above, it is recommended that the consent to operate under the Water Act, 1974 be granted to the industry <strong>upto 31/03/2028 (adequacy of fee) </strong>with suitable conditions please<strong>.</strong></span></p>
