It is intimated that the industry is a small scale orange category feed mill. Earlier, the industry was granted fresh consent to operate under the Water Act, 1974 vide no. G14BARCTOW1437191 dated 23/06/2014, valid upto 31/12/2022 and under the Air Act, 1981 vide no. G14BARCTOA1437131 dated 23/06/2014, valid upto 31/12/2022, for manufacturing of cattle feed @ 10.0 TPD by processing of Maize, Wheat, Rice Bran, Khal, Doc, Salt, Mallases etc. @ 10.2 TPD as raw material, under small scale with certain conditions mentioned therein. Thereafter, the industry had applied varied CTO by installing baby boiler in this existing premises but same was returned due to reason that the industry had not submitted certificate from revenue authority as to certify distance from nearby Lal lakir, MC Limit and residential area/ 15 pucca houses. The value of plant and machinery has increased from 2.45 lacs (as on 2014) to 36.48 lacs (as on 2023), however the industry had applied for same production capacity and no details w.r.t increase in P&M has been submitted. Now, the industry has give the reply of clarification by submitting an undertaking which is stating that the value of plant & machinery is increased due to replacement of old machinery with new machinery and therefore, there is no increase in production capacity. Now, the industry has again applied for varied consent to operate under Water Act, 1974 and the Air Act, 1981 for same raw material and product quantities under small scale orange category. The industry has submitted limit certificate issued by Executive Officer, MC, Barnala vide no. 509/B dated 26/09/2023 as per which the M/s R.P. Industry, falls outside the MC limits of Barnala. The industry has installed a baby boiler of capacity 0.25 TPH operated with wood/briquettes @ 5.0 TPD with adequate stack height. The industry has also submitted a letter regarding permission erection of boiler along with steam pipe line vide letter no. 2538 dated 05.10.2023 duly approved by Director of Boilers, Jalandhar, Punjab. The industry has submitted location/building plan which is approved by Director of Factories, Punjab. The industry has submitted compliance report of the conditions of the consent earlier granted to it under the Water Act, 1974 and the Air Act, 1981. Now, the industry had already deposited Rs. 36,000/- through online vide UTR No. N296232700772159 dated 23/10/2023 under the Water Act, 1974 & Rs. 36,000/- deposited through online vide UTR No. N296232700784162 dated 23/10/2023 under the Air Act, 1981. The industry has also deposited Rs. 7200/- through online vide UTR No. N296232700792673 dated 23/10/2023 as penalty fee under the both acts. The fee deposited is adequate up to 31/12/2032 against the value of fixed assets of Rs. 71.03 lacs as per CA certificate dated 11/07/2023. The industry has also deposited Rs. 3600/- NOC regularization fee vide UTR No. N296232700771841 dated 23/10/2023 regarding the installation of baby boiler. To verify the facts, the site was visited by the officer of the office on 21/12/2023 and observed as under:- 1.    The site is located in the revenue estate of oppo. P.S.E.B Office, Barnala Road, Mehal-Kalan, Barnala. 2.    The industry is engaged in the manufacturing of cattle feed by using Maize, Wheat, Rice Bran, Khal, Doc, Salt, Mallases etc. 3.    The industry falls outside MC limits and an existing unit. The master plan of Barnala yet not notified. There is no residential area/ educational institute/religious place near to this project. No specific guidelines has been framed by the Board for such type of units. The industry is meeting with the general sitting guidelines. 4.    The industry has installed a wood fired baby boiler of capacity 0.25 TPH in its premises with adequate stack height. 5.    The industry is generating domestic effluent @ 0.5 KLD which is discharged onto land for plantation after passing through septic tank. 6.    The industry also generates small quantity of boiler blow down @ 0.1 KLD which is being used as sprinkling purpose on the road side. No complaint is pending against the industry. Keeping in view of above, it is recommended that varied consent to operate (CTO) under the Water Act, 1974 and the Air Act, 1981 may both be granted up to 30/09/2032 (upto accumulative period), for the production of cattle feed @ 10.0 TPD by processing of Maize, Wheat, Rice Bran, Khal, Doc, Salt, Mallases etc. @ 10.2 TPD as raw material, subject to the suitable conditions and special condition that the industry will be bound to comply with the provisions of master plan, Barnala as and when notified by the Competent Authority.
