<p>The Project Proponent (PP) has applied for establishment of a residential colony under the name of “M/s Beas Park” in an area of 10.71 acres in the revenue of village Ladian kalan, Ludhiana in the Hadbast no. 105, Ludhiana. The detail of case is as under:-</p>
<p>1.<span style="white-space: pre;"> </span>The Project Proponent has submitted revenue record of entire land like copy of registries and letter of consent in the name of promoter of colony.</p>
<p>2.<span style="white-space: pre;"> </span>The project proponent has submitted approved layout plan of M/s Beas Park duly approved by Senior Town Planner, Ludhiana vide 1578/STP(L)/LA-23 dated 02.11.2023 and as per this layout plan, the total area of the project is 10.71 acres (51848.5 sq. yrd). As per application form, the project proponent has proposed to construct 188 residential plots of various sizes at proposed site.</p>
<p>3.<span style="white-space: pre;"> </span>Project Proponent has also proposed to construct STP at site for the treatment of domestic effluent. Location STP has been mentioned in the approved building plan. </p>
<p>4.<span style="white-space: pre;"> </span>The project proponent has proposed to discharge treated trade effluent @ 280 KLD onto land for plantation at area of about 05 acres. The project proponent has submitted agreement with the farmer to use its land measuring about 05 acres situated adjoining the proposed colony to be used for plantation.</p>
<p>Proposed site was visited by undersigned on 24.01.2024 and it was observed as under:</p>
<p>1.<span style="white-space: pre;"> </span>The site is located at Village Laddian Kalan, Hadbast no. 105, Tehsil and Distt. Ludhiana.</p>
<p>2.<span style="white-space: pre;"> </span>The Project proponent has started construction of boundary wall of site. No other construction activity like construction of roads and lying of sewer lines has started yet.</p>
<p>3.<span style="white-space: pre;"> </span>As per approved layout plan of the Colony, out of total area, ground floor coverage area of all 188 residential plots is about 24048.46 sq. yard (20107.191 Sq. meter), hence covered under EIA notification 14.09.2006 and is required to obtain EC under said notification.</p>
<p>4.<span style="white-space: pre;"> </span>As per the approved layout plan, green area is about 4800 sq. yard. </p>
<p>5.<span style="white-space: pre;"> </span>No air polluting and MAH industry is situated around the radius of 100 mtrs of the proposed site hence the site is suitable for the establishment of residential colony as per the guidelines of the Board. </p>
<p>Keeping in view of the above, it is recommended that Consent to Establish’/NOC from Pollution angle may be granted to the Project Proponent for construction of residential colony in an area of 10.71 acres with the special conditions that:-</p>
<p>1.<span style="white-space: pre;"> </span>It shall obtain Environmental Clearance under EIA notification dated 14.09.2006 before starting any construction activity at site.</p>
<p>2.<span style="white-space: pre;"> </span>The project proponent shall provide adequate plantation to manage the domestic effluent to be generated from the colony before making any sale agreement/ deed of any plot. </p>
