<p><span lang="EN-US">RO has reported that </span>the hospital has granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. <span lang="EN-US">CTOA/Varied/ASR/2019/10776860 </span>and under Water (Prevention & Control of Pollution) Act, 1974 vide no. <span lang="EN-US">CTOW/Varied/ASR/2019/10777122</span><span lang="EN-US"> </span>dated 20/08/2019 for <span lang="EN-US">hospital @ 100 beds</span>, which are valid up to 30/09/2024 with suitable conditions mentioned therein.</p>
<p><span lang="EN-US">Further the hospital has granted consent to establish (NOC) for expansion under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/ASR/2023/22945095 dated 11.08.2023 which is valid upto 10.08.2024 for hospital @ 120 beds with suitable terms and conditions.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">Now, the hospital has applied for obtaining varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 120 beds) along with Request Letter, Bed Capacity Certificate, site plan/location plan, Agreement made with CBWTF valid up to 30/09/2026.</span></p>
<p><span lang="EN-US"> <a name="_Hlk86673810"></a>The hospital has deposited Rs. 30000/- vide UTR No. YESIG40090130248 dated 09.01.2024 as consent fee under Water Act, 1974 and Rs. 30500/- vide UTR No. YESIG40090128620 dated 09.01.2024 as consent fee under Air Act, 1981, which is adequate up to 30/09/2027.</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The hospital has submitted affidavit vide no. IN-PB2126751488941V dated 20.07.2023 which it is mentioning that: -</span></p>
<p><span lang="EN-US">“I Lakhwinder Singh S/o Sham Singh, am the owner of the land Khasra No. 45/1 – 45/2 measuring more than 01 acre which is situated on the Ajnala Road, Amritsar. I have no objection and give my consent to hospital to discharge their treated effluent water from their STP plant in my land which is being used for cultivation of plantation and trees.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 120 no. beds valid upto 30.09.2027.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">The Hospital was visited by undersigned on 24/01/2024 and observed as under: -</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The Hospital comprising of 120 beds and is engaged in providing medical health services.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The Hospital has installed ETP of capacity 10 KLD consist of components Collection Tank – Flocculation Tank – Primary Tube Settler – Collection Pump - Pressure Sand Filter- Activated Carbon Filter</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US"> </span><span lang="EN-US">The Hospital has also installed STP of capacity 100 KLD consist of components Bar Screen & Grit chamber- Oil & Grease Trap - Collection Tank- Bio Reactor – Secondary Tube- Filer Feed Tank - Pressure Sand Filter- Activated Carbon Filter.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US"> The hospital has made provision for recirculation of treated effluent for flushing purpose has also provided 01 acre land for plantation and gardening.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes.</span></p>
<p><span lang="EN-US">6. </span><span lang="EN-US">The HCF has provided needle destroyer for shredding of needles.</span></p>
<p><span lang="EN-US">7. </span><span lang="EN-US">The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same.</span></p>
<p><span lang="EN-US">8. </span><span lang="EN-US">The HCF has provided final collection room for storage of bio medical waste generated from its premises.</span></p>
<p><span lang="EN-US">9. </span><span lang="EN-US">No Bio-Medical Waste found mixed with general waste.</span></p>
<p><span lang="EN-US">10. </span><span lang="EN-US">The hospital has installed 2 no. D.G. set of capacity 400 KVA each, which is fitted with canopy and stack of adequate height. </span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">The hospital is having bed capacity of 120 beds and competency to decide the case lies with Senior Environmental Engineer.</span></p>
<p><span lang="EN-US">RO has recommended that </span>the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/09/2027 with suitable terms & conditions along with special conditions that: -</p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">Keeping in view of above, it is recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/09/2027 with suitable terms & conditions along with special conditions that: -</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from Board/approved lab of the Board within 01-month.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.</span></p>
