<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">It is submitted that earlier, STP of 60 MLD Capacity at Balloke, Ludhiana was issued Consent to Establish (CTE) vide No. CTE/Fresh/LDH3/2022/20383430 dated 24.11.2022 with expiry dated 23.11.2023 with usual conditions and with the following special conditions:-</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">1.The Punjab Municipal Corporation, Act 1976 "all Public Sewers and all drains, and sewers, drains culverts and water Courses in or under any Public Street; or constructed by or for the Corporation alongside any Public Street and all works materials and things appertaining there to falls under the purview and jurisdiction of Municipal Corporation of the area." As such alongwith PWSSB, Municipal Corporation, Ludhiana is also responsible for installation-commissioning of STP 60 MLD.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">2. The Punjab Water Supply and Sewerage Board has applied for obtaining the consent to establish (NOC) of the Board under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for establishment of Sewage Treatment Plant of capacity 60 MLD at Balloke, District Ludhiana on the directions of the Municipal Corporation, Ludhiana. The Municipal Corporation, Ludhiana being the owner and custodian of all sewers of Ludhiana is also liable for installation- commissioning of STP 60 MLD.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">3. The various works of civil and technical nature can be accomplished by Municipal Corporation, Ludhiana, through various agencies, private contractors, government undertakings but the primary responsibilities and liabilities lies with Municipal Corporation, Ludhiana. As such, the Municipal Corporation, Ludhiana shall also be responsible for installation, commissioning and operation of STP, so as to achieve the desired prescribed standards.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">4. The Municipal Corporation, Ludhiana and PWSSB shall adhere to prescribed standards & deadlines for conform to the prescribed standards & for providing proper and adequate disposal arrangements, as per timelines given in the Action Plan for clean River Sutlej.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">5. The Municipal Corporation, Ludhiana and PWSSB will coordinate with Department of Soil and Water Conservation for providing the adequate arrangements for using the treated sewage of STP for onto land for plantation.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">6. The Municipal Corporation, Ludhiana and PWSSB shall submit irrigation scheme by 31.03.2023 & implement the same before commissioning of STP.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The consent under the Water (Prevention & Control of Pollution) Act, 1974 has recently been Granted to the STP vide No. CTOW/Fresh/LDH2/2024/ 23685765 Dated 22.01.2024 which is valid upto 21.01.2025 with usual conditions and with the special condition that:-</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">1. The MC shall submit the proposal of use of treated sewage effluent onto land for irrigation in compliance of NOC condition.</span><span style="font-family: Arial, 'sans-serif';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">2. The MC will also develop the vermicomposting of the sewage sludge using earthworms as a value addition step of the sludge utilization to be used as better organic manure.</span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The site of subject cited STP was visited by RO on 23.01.2024 and Sh. Gaurav Kundal, Plant Manager of the contractor Co. M/s Khilari Infrastructure Private Limited was present during visit. <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">1. The STP (Consisting of receiving chamberà J-Screenàcourse ScreenàMPSàFine Screens(2 Auto+1 Manual)à 3 Grit Chambersà Distribution Channelsà 4 SBRsà FDFà CCTà Out (based </span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">on SBR Technology) has been commissioned. During visit out of 4 SBRs 1 SBR was under maintenance.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">2. During visit, it has been observed that as per SCADA system provided with the STP, it has discharge of average treated effluent 45 MLD for the period 01.01.2024 to 22.01.2024.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">3. The samples at the inlet and outlet of the STP were collected during visit and sent to Zonal Lab, Ludhiana for analysis. The per analysis report dated 26.12.2023 the concentration of various parameters was found as under:-</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The STP is achieving the prescribed standards fixed by the Board at the outlet of STP.</span><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">4. The STP has installed the OCEMS and CCTV Cameras at outlet of STP, but the authorities have not connected with the Boards server yet.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">5. The STP has installed 2 D.G.Sets of 750 KVA each with canopy and adequate stack height.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">6. It has deposited Rs. 1,50,000/- vide UTR No. IBKL240103367528 dated 03.01.2024 as consent to operate under the Air (Prevention & Control of Pollution) Act, 1981, (but inadvertently same has been verified with Water Consent Application No. 23685765 as informed by authorities concerned while apply the consent) which is adequate upto 31.05.2024.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; background: white;"><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> Keeping in view of the above, it is recommended that Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be Granted to the STP upto 31.05.2024 with condition that the the authority shall make connectivity of OCEMS installed at outlet of STP with Board server within 10 days.</span></p>
