G.S.R. 144/P.A.11/1995/Ss.180 and 43/2021 dated 31.08.2021, wherein it has been specified that for calculation of infrastructure required for the project, the population of plotted development shall be counted @ fifteen persons per plot, hence the calculation of water pollution load as well as the disposal arrangements needs to be re-assessed by the project proponent. Therefore, you are requested to submit revised feasibility report with calculation of water load taking 15 persons/ plot instead of 5 persons/ plot as well as re-assessing the calculation of water pollution load &amp; the disposal arrangements required, within 3 days, so that your application can be processed further.&rdquo;</span></em></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Verdana',sans-serif; mso-bidi-font-family: Tahoma; mso-bidi-font-weight: bold;">In reply to the same, the project proponent had submitted reply that:</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><em style="mso-bidi-font-style: normal;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Verdana',sans-serif; mso-bidi-font-family: Tahoma; mso-bidi-font-weight: bold;">&ldquo;To Environmental Engineer Punjab Pollution Control Board Regional Office-II Jalandhar. Dear Sir, With reference to your clarification, we confirm that our project has been approved and is intended for the EWS affordable housing policy. The population has been calculated and assessed accordingly and based on full occupancy. License Copy&rdquo;</span></em></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Verdana',sans-serif; mso-bidi-font-family: Tahoma; mso-bidi-font-weight: bold;">In concurrence with the reply submitted by the project proponent, the RO forwarded the application recommending that the project is covered under EWS category and therefore calculation is done by assuming five persons per plot. Further, recommended that consent to establish (NOC) under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted to the colony for one year please.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Verdana',sans-serif; mso-bidi-font-family: Tahoma; mso-bidi-font-weight: bold;">It is brought out that the Punjab Affordable Housing Policy, 2023 notified dated 22.03.2023 was perused and it was noted that the max. allowable population density has been given as 400 PPA (Persons per Acre) thereunder. line-height: 107%; font-family: 'Verdana',sans-serif; mso-bidi-font-family: Tahoma; mso-bidi-font-weight: bold;">The RO had earlier mentioned in its note that &ldquo;the project proponent has proposed to dispose of its treated effluent partially using dual plumbing arrangements, for of green area onto land reserved of 1546.818 sq. yards (0.31 acres) and excess treated water will be disposed of on an adjoining extra land of 0.21875 acres for tree plantation, in accordance with karnal technology.&rdquo;</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 106%;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 12.0pt; line-height: 106%; font-family: 'Tahoma',sans-serif; background: white;">As per the CPHEEO &lsquo;Manual on Sewerage and Sewage Treatment Systems - 2013&rsquo; i.e. available on its official website &lsquo;https://cpheeo.gov.in&rsquo;, under Chapter 7 &ldquo;RECYCLING AND REUSE OF SEWAGE&rdquo;, it has been clarified that through Karnal Technology technique for disposal of effluent, it is possible to dispose of 0.3 to 1.0 ML of effluent per day per hectare. Considering at lower end the hydraulic loading rate of 0.3 ML/Hectare/Day, it comes out around 120 KL/Acre/Day.</span></strong></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 107%; font-family: 'Verdana',sans-serif; mso-bidi-font-family: Tahoma; mso-bidi-font-weight: bold;">Accoringly, the proposed 0.21875 acres plantation area as per Karnal Technology can only utilize 26 KLD (considering hydraulic loading rate of 120 KL/Acre/day) and only 7 KLD &ndash; 2.3 KLD &ndash; 0.6 KLD treated effluent can be utilized in the proposed green area in 1546.818 sq. yards during the Summer-Winter-Monsoon seasons respectively.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 106%;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 12.0pt; line-height: 106%; font-family: 'Tahoma',sans-serif; background: white;">Therefore, the project proponent needs to provide additional arrangement for disposal of 4.7 KLD &amp; 6.4 KLD during the Winter &amp; Monsoon seasons respectively. Therefore, it is proposed to impose an additional condition to the effect that the project proponent shall provide additional plantation area as per Karnal Technology in area measuring 282 sq yard out of the green area measuring 1546.818 sq yard for utilization of the excess treated effluent before allowing any occupancy in the project. Also, another condition can be imposed to the effect that the project proponent shall provide STP of atleast capacity of 75 KLD based on latest treatment technology for treatment of domestic effluent generated from its project.</span></strong></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 106%;"><span style="font-size: 12.0pt; line-height: 106%; font-family: 'Tahoma',sans-serif; background: white;">&nbsp;</span></p> <p class="MsoNormal" style="text-align: justify;
