<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> It is submitted that the subject cited rice sheller has been established after obtaining consent to establish (NOC) vide no.</span><span style="font-family: 'Tahoma','sans-serif';"> </span>CTE/Fresh/FZR/2023/22209231 <span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">dated 08.06.2023, valid upto 07.06.2024 for the</span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> manufacturing of Raw rice with dryer @ 5.0 TPH and Sorted Rice @ 5.0 TPH, under Orange category, with certain conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981,</span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;"> for the</span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> manufacturing of Raw rice with dryer @ 5.0 TPH and Sorted Rice @ 5.0 TPH, under Orange category with requisite documents and adequate consent fees. The detail of case is as under:-</span></p>
<p class="TableParagraph" style="margin-top: 0in; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry has submitted completion certificate regarding installation of cyclone separators as APCD for the Pre-cleaning section and sheller section as per dimensional drawing given in the feasibility report submitted to the Punjab Pollution Control Board.</span></p>
<p class="TableParagraph" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry has deposited</span><span style="font-family: 'Tahoma','sans-serif';"> </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">Rs. 54,000/- </span><span style="font-family: 'Tahoma','sans-serif';">vide UTR/Ref. No. N018242840418565 dated 18.01.2024 </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">as water consent fee under the Water Act, 1974 and Rs. 54,000/- </span><span style="font-family: 'Tahoma','sans-serif';">vide UTR/Ref. No. N018242840408789 dated 18.01.2024 </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">as air consent fee under the Air Act, 1981, against the fixed assets of Rs. 222.34 Lakhs as on 31.12.2023 as per CA certificate dated 16.01.2024 submitted by it. Thus, the consent fee is adequate upto 30/09/2028 under each Acts.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry was already visited by undersigned (AEE) on 11.01.2024 and it was observed as under:-</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The rice sheller unit was not in operation during visit. However, it was on the verge of commissioning. Raw material was found stored in its premises.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has installed machinery of rice sheller, for which NOC has obtained by it, in the processing shed and the processing shed has been covered from all sides.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has installed cyclone as APCD with shelling section and paddy pre cleaner dryer section. All dust emitting points have been connected with hooding system. Adequate stack heights have been provided with both APCDs alongwith sampling arrangements.</span></p>

<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has planted trees along its boundary wall.</span></p>
<p class="MsoNormal" style="text-align: justify; mso-pagination: widow-orphan; mso-layout-grid-align: none;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2028 for operation of rice sheller unit to manufacture Raw rice with dryer @ 5.0 TPH and Sorted Rice @ 5.0 TPH, under Orange category, subject to the suitable conditions and a specific condition that the industry will get its emissions analyzed from Board's lab, within one month.</span></p>
