<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">It is submitted that M/s K.R Blessing Hotel has been established in the Town Sangrur without obtaining NOC of the Board and now the project proponent has applied for obtaining Consent to operate for Rooms @ 17 numbers and 1 no. Banquet Hall for marriage functions @ 40 Number/Year and for disposal of domestic effluent @ 8.0 KLD onto land for plantation and into MC sewer after passing through Septic Tank. The project is covered under green category.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">The project proponent has submitted electricity bill as the proof of date of commissioning, wherein it has been mentioned that date of connection is 07.11.2020. Thus, the date of commissioning is also 07.11.2020.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">The project proponent has deposited Rs. 54,000/- vide UTR no. 000295237645 dated 30.10.2020, Rs. 18,900/- vide UTR No. 325297026 dated 01.07.2022 and Rs. 28,200/- vide UTR No. 676184751 dated 16.01.2024 under the Water Act, 1974 and Rs. 54,000/- vide UTR No. 000295237754 dated 30.10.2020, Rs. 29,700/- (Rs. 18,900/- consent fee + Rs. 10,800/- NOC fee) vide UTR No. 282854814 dated 01.07.2022 and Rs. 28,200/- vide UTR No. 78530482 dated 16.01.2024 under the Air Act, 1981 against the value of fixed assets amounting to Rs. 377.37 lacs as per CA certificate dated 20.11.2023. The fee deposited by the project proponent is <strong>adequate upto 30.09.2028 (after</strong> deducting 4 year penalty fee under both Acts).</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">The hotel has submitted partnership deed executed on 21.01.2017 as per which there are 02 no. partners namely Sh. Sanjeev Kumar s/o Sh. Suresh Kumar (60%) and Sh. Jatinder Kumar s/o Sh. Raghvir Chand (40%) running the hotel.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">The project proponent has submitted certificate issued from the office of Municipal Council, Sangrur vide letter no. 324 dated 16.03.2021 according to which the building plan of the project is passed by Municipal Council vide MC letter no. 75/AME and 80/AME dated 14.10.2016, as the building plan has been duly approved by the MC, Sangrur which is the concerned authority, thus, the site of the project is suitable as per policy of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">The project proponent has also submitted completion certificate regarding STP by M/s Laj Engineering Corporation, Sekha Road, Barnala.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">The project proponent has submitted effluent sampling report carried out by M/s Centre for Environment and Food Technology Pvt. Ltd., Kharar, Mohali on 28.11.2023, as per which the results are within permissible limits.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">To verify the facts, the project proponent was visited by the AEE of this office on 18/01/2024 and it was observed as under:-</span></p>
<p class="MsoNormal" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 14.0pt; line-height: 107%; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 14.0pt; line-height: 107%;">The project proponent has established / commissioned its hotel in November, 2020 at Patiala bye-pass Road, Sangrur and falls in the limits of Municipal Council, Sangrur.</span></p>

<p class="MsoNormal" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 14.0pt; line-height: 107%; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 14.0pt; line-height: 107%;">The project proponent has provided ETP based on chemical treatment for the treatment of domestic wastewater generated from hotel, which is being partially used for flushing purposes, partially for used plantation and excess water is being discharged into sewer.</span></p>
<p class="MsoNormal" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 14.0pt; line-height: 107%; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 14.0pt; line-height: 107%;">The hotel is disposing off its solid waste generated to Nagar Council, Sangrur. </span></p>
<p class="MsoNormal" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 14.0pt; line-height: 107%; mso-bidi-font-family: Calibri;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 14.0pt; line-height: 107%;">The hotel has not installed any D.G set.</span></p>
<p class="MsoNormal" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Shruti',sans-serif; mso-fareast-font-family: Shruti; mso-font-width: 115%;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 14.0pt; line-height: 107%;">The hotel has also submitted the point wise compliance of the guidelines issued by the Board regarding environmental compliance in hotel/motel/marriage palace etc.</span><span style="font-family: 'Shruti',sans-serif; mso-font-width: 115%;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">As per modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 regarding harmonization of classification of industrial sectors under red, orange, green, white categories vide its letter dated 07.03.2016 along with the "Final documents on revised classification of industrial sectors under red, orange, green & white categories" which also includes the consent period for which the consents are to be granted to red, orange & green category industries for five years, ten years & 15 years respectively.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">In view of above, it is found that the industry is complying with the guidelines as prescribed by the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><span style="font-size: 14.0pt; line-height: 107%;">Therefore, keeping in view of above mentioned facts and submissions made by the project proponent, the establishment may be granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & under the Air (Prevention & Control of Pollution) Act 1981 <strong>upto 30.09.2028</strong> with suitable conditions.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 58.5pt;"><strong><span style="font-size: 14.0pt; line-height: 107%;">Competency Environmental Engineer (Green-3052-Hotels (up to 20 rooms and without boilers) and having waste water generation < 10 KLD and no hazardous waste generation)</span></strong></p> |
