File Note: It is submitted that the establishment was granted consent for expansion vides no. CTE/Fresh/SGR/2023/21325135 dated 31/03/2023 valid upto 30/03/2024 under the Water Act, 1974 and the Air Act, 1981 to establish the industrial unit by installing mechanical dryers and boiler plant to produce Sorted Raw Rice with Dryer/Steamed Rice @ 5.0 TPH by using Paddy @ 7.5 TPH, as raw material. Now, the industry has installed the proposed plant & machinery and accordingly has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 to produce Sorted Raw Rice with Dryer/Steamed Rice @ 5.0 TPH by using Paddy @ 7.5 TPH, as raw material, under orange category. Along with the application, the industry has provided: - 1) The undertaking regarding the completion of installation work of various APCDs required to control the air pollution to achieve the prescribed standards of PPCB. 2) The approved building plan obtained from the Competent Person of the Director of Factories. 3) Approval certificate for Factory Building Plan and Factory License under the Punjab Factory Rules, 1952. 4) The CA certificate mentioning the value of gross fixed assets of the industry. 5) Compliance report of NOC conditions. 6) The fee under the Water Act, 1974 and the Air Act, 1981 as per sr. no. (vii) against the gross fixed assets of Rs. 841.05 Lacs as on 27.12.2023, per CA certificate dated 28.12.2023. To verify facts on the ground, the industry was visited by the AEE of this office on 31/01/2024 and it was observed as under:- 1) The industry was found in operation after installing the various plant & machinery alongwith APCDs and septic tanks. 2) The industry has covered all the processing sheds. 3) The industry has provided separate cyclone separator as APCD with shelling section as well as dryer sections with adequate stack height to control the process emissions. Separate cyclone separators as APCDs have also provided with boiler section. All the dust emitting points are hooded and connected to the cyclone separators. 4) The industry has provided sampling arrangements with the stacks of the APCDs. 5) The industry has not provided brick road from main gate of the industry to the rice husk area for the movements of vehicles. And was found work-in-progress w.r.t. the paving the area and the representative of the industry has informed that the movement area will be stabilized within three months. 6) The industry has made plantation along the boundary wall of the rice sheller. 7) The industry has provided brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. 8) The industry is found disposing off its boiler ash for land filling purposes in low lying areas. 9) The industry has already provided septic tank for treatment of domestic effluent generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. 10) The generation of small quantity waste water in the form of boiler blow down, is being utilized for ash quenching as well as sprinkling purposes for dust separation. 11) The industry was found installed the APCDs as well as septic tanks, as per the feasibility report submitted by the industry. 12) The air emission sampling was carried out in this season and as per analysis report received form the Board’s lab, the concentration of the particulate matter was found within the permissible limit as prescribed by the Board. From the above, it is clear that the industry is found complying with the conditions during grant of NOC of the Board. No complaint is pending against the industry. Keeping in view of above, it is recommended that the fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Sorted Raw Rice with Dryer/Steamed Rice @ 5.0 TPH by using Paddy @ 7.5 TPH may be granted upto 30.09.2027, with suitable conditions as per policy of the Board and special condition that the industry shall provide brick road from main gate of the industry to the rice husk area for the movements of vehicles. within 2 months. The competency for grant of consents/NOC to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.
