It is intimated that the Project Proponent has applied for obtaining consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of new unit for the manufacturing of Pellets @ 5 TPH from Paddy Straw 28800 MT/Year as raw material through online.
The industry is small scale orange category unit and the Project Proponent has deposited Rs. 16000/- vide online UTR No. IDIBH23242472331 dated 30/08/2023 and Rs. 5500/- vide R/No. 46/5555 dated 30.01.2024 as NOC fee including against gross value of fixed assets of Rs. 1190.00 Lakhs against the value of project mentioned in project report submitted by the industry and same is adequate for one year period. As per project report the process proposed by the industry is as under:- Chipping > Grinding > Mixing > Pelleting > Cooling > Screening
The Project Proponent has submitted requisite documents along with the application which can be pursued.

The site was visited by officer of this office on 20.12.2023 and observed that the industry has not started any civil construction work at the site. The industry has proposed to install 1 No. DG set of capacity 15 KVA with canopy. There will be no generation of any trade effluent only domestic effluent will be discharged onto land for plantation after septic tank.
Recommendations: In view of above, it is recommended that consent to establish (NOC) from pollution angle may be granted to the Project Proponent for one year period with suitable conditions and special condition that:-
1. The Project Proponent shall not commission without the prior permissions of the Board.
2. The Project Proponent shall provide adequate arrangements for controlling dust from the process.
3. The Project Proponent shall submit building plan approved under Factory Act, 1948.
4. The Project Proponent shall plant adequate trees around the boundary of the unit.
