It is submitted that earlier the project proponent was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/21645570 dated 16.05.2023 which was valid upto 31.12.2023 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/21644952 dated 16.05.2023 which was valid upto 31.12.2023 for operation of commercial mall subject to certain terms and conditions mentioned therein.
Now, the project proponent has applied for obtaining renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation of commercial mall alongwith requisite documents.
The project proponent has deposited Rs. 564000/- vide UTR No. SCBLR12023120700803051 dated 07.12.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 564000/- vide UTR No. SCBLR12023120700803050 dated 07.12.2023 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate upto 25.01.2025 against the total cost of the project Rs. 69801 lacs.
The project proponent has submitted analysis report of the effluent samples carried out by NABL approved laboratory i.e. M/s Environ Tech Laboratories on 19.10.2023, the conc. of the parameters were found within the prescribed limits of the Board as tabulated below:

The project proponent has applied for permission from by Punjab Water Regulation and Development Authority regarding abstraction of ground water.
The site of the project proponent was visited by the undersigned on 05.01.2024. During the visit, it was observed as under:
1. The Mall was in operation.
2. Total 60% occupancy is there.
3. Food court is completely occupied.
4. The project proponent has installed STP of capacity 600 KLD based on MBBR Technology, which was in operation during visit. The project proponent is utilizing treated wastewater for flushing, gardening and in cooling towers. Record of the same is being maintained.
5. The project proponent have installed DG sets 1500 KVA x 8 and are provided with acoustic enclosure and stacks of adequate heights.
6. The project proponent has installed mechanical composter for treatment of wet biodegradable waste.
7. The project proponent has installed 02 no. borewells for abstraction of groundwater and has provided watermeters and maintaining the record.
The project proponent is complying with the conditions of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31.12.2024 subject to suitable conditions and following additional conditions that:
1. The project proponent shall obtain permission for ground water abstraction from Punjab Water Regulation and Development Authority within 1 month.
2. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
3. The project proponent shall not discharge the effluent into any drain/choe/nallah/river/inland surface water under any circumstances in any case.
4. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
