File Note: The project proponent has granted for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under red category and small scale vide no. CTE/Fresh/LDH2/2023/23170112 dated 14/09/2023 valid upto 13/09/2024 for the establishment of new Industrial unit for manufacturing of DYEING OF BERET CAPS @ 5000 Numbers/Day. At the time of grant of NOC, the project proponent has submitted following proposals :- 1. The project proponent has proposed to install a composite unit alongwith dyeing /washing and finishing process for manufacturing of the above mentioned products as mentioned in para-1 above. 2. The project proponent has proposed to install knitting, stitching, washing alongwith other allied machinery such as tubular, hydro and felting machine etc in its premises. 3. The total consumption of fresh water shall be 58 KLD as per the application form and trade effluent generation shall be 46 KLD. The water consumption for domestic and cooling process shall be 7 KLD and 5 KLD respectively. 4. The trade effluent generated from the process shall be treated by an effluent treatment plant. Although the industry proposes to generates 46 KLD of trade effluent from the process, however, the industry has submitted feasibility report of ETP of capacity 100 KLD which is principally adequate. 5. The industry has proposed and earmarked 3200 sq. yard of land for disposal of treated effluent generated from the treatment process and has submitted a copy of the registry of the same also. 6. The industry has proposed to provide a wood fired boiler of 500 kg/hr capacity. The industry proposes to provide a mechanical cyclone separator as APCD with the boiler. The industry has submitted feasibility report of the APCD, which is principally adequate. 7. The project proponent has also proposed to install one D.G set of capacity 70 KVA with canopy and adequate stack height. Now, the industry has applied for consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents. The industry has deposited Rs. 108000/- vide UTR No. 000142874925 dated 26.12.2023 under Water Act, 1974 & Rs. 108000/- vide UTR No. 000142875630 dated 26.12.2023 under Air Act, 1981 against the total fixed assets of Rs. 807.00 Lacs, which is adequate upto 30.06.2028. The industry was visited by the EE alongwith AEE on 30.01.2024 and it was observed that :- 1. The industry has installed a composite unit alongwith dyeing /washing and finishing process for manufacturing of the above mentioned products as mentioned in para-1 of the application form. 2. The industry has installed knitting, stitching, washing alongwith other allied machinery such as tubular, hydro and felting machine etc in its premises. 3. The industry has not started the operation of the unit yet. 4. The total consumption of fresh water is 58 KLD as per the application form and trade effluent generation shall be 46 KLD. The water consumption for domestic and cooling process is 7 KLD and 5 KLD respectively. 5. The trade effluent generated from the process is treated by an effluent treatment plant. Although the industry proposes to generates 46 KLD of trade effluent from the process as per application form, however, the industry has submitted completion certificate of ETP of capacity 100 KLD which is principally adequate. 6. The industry has installed water meter at the outlet of the ETP. As the industry has not yet started its operation, the industry has been advised to maintain proper record of treated trade effluent discharged once it comes in operation. 7. The industry has proposed and earmarked 3200 sq. yard of land for disposal of treated effluent generated from the treatment process. The area has been developed as per the Karnal Technology as verified during the visit, the saplings of plants have been planted in the furrows 8. The industry has provided a wood fired boiler of 500 kg/hr capacity. The industry has provided a mechanical cyclone separator as APCD with the boiler. The boiler was also not in operation during the visit. 9. The project proponent has installed one D.G set of capacity 70 KVA with canopy and adequate stack height. Keeping in view of above, it is recommended that Consent to operate under the provisions of the Water Act, 1974 & the Air Act, 1981 may be granted upto 30.06.2028 with usual conditions.
