File Note:  The colony was earlier granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide no. CTOW/Varied/BTI/2022/18576966 & dated 03.10.2022, which was valid upto 30.09.2023 for Residential colony namely 'DD Mittal Towers, Phase-1' with 554 no. of apartments having built-up area of 48820 sqm. with suitable conditions along with following special condition- 1. The project proponent shall manage, treat and dispose off the solid waste generated from the project premises in accordance with the various provisions of the Solid Waste Management Rules, 2016. 2. The project proponent shall ensure the compliance of condition stipulated in the environmental clearance granted by SEIAA as well as in accordance with the order dated 05.07.2018 issued by the Board. 3. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 4. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. Earlier, the colonizer was visited by AEE of this office on 23.08.2023 and one no. effluent sample was collected from the outlet of STP installed at M/s DD Mittal towers, Bathinda and as per analysis report various parameters are within the permissible limits as prescribed by the Board.  Thereafter, the industry has applied for renewal of consent to operate under the provisions of Water Act, 1974 thorough online of OCMMS which was returned being incomplete and the industry was asked to “The project proponent shall obtain clarification within one month from SEIAA regarding condition imposed at II (i) & (ii) by it, in the environmental clearance granted to the project on 13.10.2011, specifically mentioning that whether treated wastewater after STP (293 KLD) is permitted for disposal into MC sewer in all the seasons or only in the rainy season.”.  Now, the industry has applied for renewal of consent to operate under the provisions of Water Act, 1974 thorough online of OCMMS.  The PP has submitted letter from SEIAA videno. SEIAA/MS/2024/MS-245 dated 12.1.2024 as per which "As per EC granted to the project vide no. SEIAA/MS/2011/40536 dated 13.10.2011, the Project Proponent is authorized to discharge treated wastewater from the project into public sewer @243 KLD during summer season, @268 KLD during winter season and @293 KLD during rainy season.  The industry has already deposited consent fee of Rs. 2,64,000/- and Rs. 69,600/- under Water Act, 1974 vide R.no. 29 & 32 / 5473 dated 01.09.2022 and Rs. Rs. 2,64,000/- and Rs. 69,600/- under Air Act, 1981 vide R.no. 30 & 31 / 5473 dated 01.09.2022  The industry has now deposited consent fee of Rs. 1,55,000/- under Water Act, 1974 vide R.no. 190082852 dated 23.01.2024 against the fixed assets of Rs. 71.20 Cr, which is adequate upto 31.3.2026.  To verify the contents of the application, the colony was visited by AEE of this office on 31.01.2024 and observed as under- 1. The colony has developed 554 flats, & 24 no. SCO’s & Booths. Presently there are 450 no. of flats occupied and 50% SCO’s occupied. 2. The STP of capacity 350 KLD has been installed which consists of Sewage Collection SumpScreen ChamberOil & Grease ChamberSewage Collection-cum-Equalization TankMBBR Reactor I & IISecondary Tube Settler TankTertiary treatmentFilter Feed TankPressure Sand FilterActivated Carbon FilterHypo Dosing SystemSludge Drying Beds 3. The colonizer has installed electromagnetic flow meter at the outlet of the STP and the reading was 109365 KL. 4. The STP installed by the colonizer was in operation, however, there is water meter provided for pipe network provided for re-use of treated effluent. 5. The colonizer has developed plantation along its periphery in compliance to the consent condition. 6. The colonizer is disposing its solid waste to M/s JITF which is a solid waste processing facility installed in Bathinda city.  Keeping in view the above, it is recommended that validity of consent under the Water (Prevention & Control of Pollution) Act, 1974 may be extended up to 31.3.2026 with the suitable conditions along with the following special conditions- 1. The colonizer will provide in-house segregation of Solid waste and shall manage the bio-degradeable Solid Waste in-house by the means composting etc. and shall sale the recyclable waste and dispose the inert waste MC. The Project Proponent shall always comply with the provisions of Municipal Solid Waste Rules, 2016. 2. The PP shall provide water meter at re-use line within 15 days and shall maintain its record. 3. The PP shall provide E-waste storage space and shall lift e-waste generated to the authorized vendor. 4. The PP shall obtained authorization under HWM Rules, 2016 for used oil generate from DG sets.
