Sir, the industry is a small scale red category unit and applied for obtaining ‘consent to establish'/ (NOC) under the Water Act, 1974 and Air Act, 1981 with requisite documents.
The industry was visited by RO on 24.01.2024 and it was reported as under:
1. The industry was not in operation.
2. The industry is engaged in manufacturing of Job Work of Cycle parts i.e. Frame, Fork, Chain cover, Mudguard @ 233 No.s/day by using raw material as Liquid Paints @ 60 Liter/day, Thinner @ 10 Liter/day, Degreasing, phosphate, dereusting and passivation @ 20 Kgs/day, Corrugation, Bubble and Foam @ 25 Kgs/day and LPG @ 35 Kgs/day.
3. It has installed 1 no. Spray Paint booth with water curtain as APCD and 1 no. LPG fired Baking over with adequate stack height.
4. The industry has made agreement with M/s JBR Technologies Ltd. for disposal of its trade effluent @ 3000 ltr/month.
5. The industry has installed water meter on pipeline leading to process area and is maintaining record of fresh water consumption and effluent lifted to CETP.
6. As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
7. Domestic effluent generated by the industry is discharged into sewer.
8. The industry has submitted building plan prepared by Sh. Mandeep Singh Saini approved Architect from Director of Factories, Punjab.
9. The industry has submitted DTP Ludhiana letter no. 2671 dated 02.11.2023, which is reproduced as under:
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਤਹਿਤ ਆਪ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੇ ਗਏ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਣ ਅਤੇ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਨ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਨਗਰ ਨਿਗਮ ਲੁਧਿਆਣਾ ਦੀ ਹੱਦ ਵਿਚ ਪੈਂਦੀ ਹੈ । ਸਾਈਟ ਪ੍ਰਾਵਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਇੰਡਸਟਰੀਅਲ ਮਿਕਸ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਨਗਰ ਨਿਗਮ ਦੀ ਹੱਦ ਅੰਦਰ ਇੰਡਸਟਰੀਅਲ ਮਿਕਸ ਜ਼ੋਨ ਵਿੱਚ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ Amendment of Unified zoning in Master Plan endst. no. 5780-5816 CTP(PB)/SP-135 dated 24-09-2021 ਦੇ ਨੁਕਤਾ ਨੰ. ਸੀ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਇਕਾਈਆਂ ਆਗਿਆਯੋਗ ਹਨ ।
In view of the above, it is recommended that ‘consent to establish'/ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with suitable conditions as per policy of the Board, please.
