It is submitted that earlier, the industry has obtained varied consent to operate under the Water Act, 1974 and the Air Act, 1981. Accordingly, the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/FZL/2021/15172401 dated 17.03.2021 and under the Air Act, 1981 vide no. CTOA/Varied/FZL/2021/15172143 dated 17.03.2021, both valid upto 30.09.2024 for production of steamed rice @ 2.5 TPH or Raw rice with dryer @ 4 TPH alongwith sortex machine of capacity 4 TPH, subject to certain conditions mentioned therein.
Thereafter, the industry has obtained NOC for expansion of the unit under the provisions of Water Act, 1974 & Air Act, 1981 for the production of Parboiled rice @ 2.0 TPH by processing of paddy @ 3.0 TPH as raw material by installing additional machinery i.e. 2 sets of paddy dryer & 1 set of paddy pre cleaner vide no. CTE/Exp/FZL/2022/18209146 dated 04.04.2022, valid upto 03.04.2023, total production of Steamed Rice @ 2.5 TPH or Raw Rice with dryer @ 4 TPH, Sorted Rice @ 4 TPH and Parboiled rice @ 2.0 TPH, subject to certain conditions mentioned therein.
Now, the industry has applied for obtaining varied consents to operate under the Water Act, 1974 and the Air Act, 1981 for the production of Steamed Rice/ Raw Rice with Dryer @ 6 TPH and Sorted Rice @ 4 TPH, under Orange category. The detail of case is as under:-
The industry has submitted an undertaking mentioned that pollution control devices have fabricated as per the dimensional drawing in feasibility report submitted and the same are able to achieve the prescribed standards.
The industry has deposited Rs. 69,000/- vide UTR/Ref. No. IDIBH23080406284 dated 21.03.2023 as consent to operate fee under Water Act, 1974 and Rs. 69,000/- vide UTR/Ref. No. IDIBH23080406166 dated 21.03.2023 as consent to operate fee under Air Act, 1981, against the fixed assets of Rs. 811.34 Lakhs as on 31.03.2023 as per CA certificate dated 17.07.2023 submitted by it. Thus, the consent fee is adequate upto 30/06/2028 under each Acts.
The industry was visited by undersigned (AEE) on 27.01.2024 and it was observed as under:-
1. The industry was in operation for the production of steamed rice.
2. The industry has installed 03 no. additional dryers of capacity 24 TPD each, 01 additional shelling line and 01 no. paddy pre-cleaner in the premises. The industry has now 06 no. dryers of capacity 24 TPD each, 02 no. shelling lines and 02 no. paddy pre cleaners for achieving paddy processing @ 9 TPH for manufacturing of steamed rice/ raw rice @ 6 TPH.
3. The industry has provided twin cyclone as APCD with boiler of capacity 8 TPH and separate cyclones as APCDs with paddy pre-cleaner sections and shelling sections. All the APCDs were found in operational condition. The separate cyclone attached with additional shelling section and paddy pre cleaner section are adequate.
4. The industry has provided stacks of adequate height with APCDs attached with boiler, shelling section, paddy pre cleaner with adequate sample collection facilities.
5. The industry has provided brick paving at movement area of vehicles, within its premises.
6. The industry has provided the pipeline for carrying rice husk from discharge point to boiler feeding point and mechanical feeder has been provided with the furnace to feed rice husk as fuel in the furnace. The industry has provided room type enclosure with roof of for storage of rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013.
7. The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation.
8. The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation. The industry is disposing off its fuel ash in the low-lying areas/to the farmers for its use as manure.
9. The industry has not provided any hot water pipeline to the handies to rule out any possibility of operation of parboiled plant.
The industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and conditions of consent to operate/ establish earlier granted to it under the provisions of the Water Act, 1974 & the Air Act, 1981.
Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2027 for operation of Steamed rice plant/ raw rice mill to produce Steamed Rice / Raw Rice @ 6 TPH and Sorted Rice @ 4 TPH, under Orange category, subject to the suitable conditions and following specific conditions:
1. The industry will get its emissions analyzed from Board's lab, within one month.
2. The industry shall not install saila section in its premises without prior permission of the Board.
