File Note: It is intimated that the industry is a large scale unit and was granted consent under the Water Act, 1974 valid upto 31/03/2023 for the manufacturing of Steel Forging & Fence Fitting @ 22500 MT/year. Earlier, the industry was given personal hearing before the Chairman of the Board on 12.01.2024 w.r.t. show cause notice for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974, wherein, it was decided as under: 1. The industry shall operate its ETP with ZLD plant regularly and stop lifting the effluent, if any, to M/s JBR Technologies Ltd. Ludhiana, immediately. 2. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 for operation of ETP based on ZLD plant, within 07 days. 3. If the industry does not apply for consent to operate for operation of ETP based on ZLD plant, within stipulated time period, Environmental Compensation of suitable amount shall be imposed from the period 31.03.2023. 4. Environmental Engineer Regional Office shall write a letter to the operator of CETP for cancellation of agreement, if any, made with the industry for lifting of its trade effluent with copy to Regional Office-4, Ludhiana, immediately 5. Environmental Engineer Regional Office shall verify the submissions of the industry and process consent application on merits. Now, the industry has applied for obtaining renewal of 'consent to operate' under the Water Act, 1974. To verify the compliance, RO visited the industry on 23.01.2024 and it was reported as under: 1. The industry was in operation & is engaged in manufacturing of forged components. 2. The manufacturing process of the industry is as under: Raw Material storage and Inspection - Cutting- Forging - Machining – Marking – Serration – Phosphating – Painting (with brush) – Final Inspection, Packing & Dispatch. 3. It has installed 5 no. FO fired furnaces having stacks of adequate height. 4. It has installed 1 no. shot blasting, 1 no. heat treatment (FO fired), 1 no. Boiler and 1 no. paint oven (diesel). 5. The industry has installed ETP followed by RO system the components installed at site were collection tank – clarifier - storage tank – RO system. 6. The ETP as well as RO system installed by the industry was in operation during visit. 7. The industry is maintaining the record for water consumption/ETP installed by the industry. 8. The domestic effluent is discharged into sewer. 9. The industry is maintaining the record of fresh water consumption and treated water along with RO Reject. In the last one year, it has consumed fresh water @ 190 KL and treated water @ 151.04 KL. Out of which, RO permeate is 68.36 KL and RO reject is 82.68 KL. It is further submitted that M/s JBR Technologies has submitted a letter dated 24.01.2024 wherein it has canceled the agreement for lifting the effluent with the industry. The industry has already obtained permission from PWRDA for ground water extraction @ 1550 KL/month on dated 28.09.2023. RO recommended that 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 31/03/2027 with suitable conditions as per policy of the Board. Consent fee deposited is adequate upto 31/03/2027. In view of the above, it is recommended that 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 31/03/2027 with suitable conditions as per policy of the Board, please (Category-Red, Large) (Competency- Chairman) Plant & Machinery- 4390.0 Lacs
