RO has reported that earlier CTE for extension under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 to the project proponent was granted vide no. CTE/Ext/ASR/2022/16734748 dated 19/10/2022, valid upto 18/10/2023, for establishment of educational institute including hostel and staff residence.
Now the project proponent has applied for CTE for extension under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 details of the case are as under: -
1. The Educational Institute has deposited Rs. 141000 /- vide UTR No. CMS3791512125 dated 19.12.2023 as NOC regularization fee and Rs. 500/- vide UTR No. CMS3791512126 dated 19.12.2023 as application form fee and as per project report submitted earlier the fee adequate for a period of 30.09.2024 after deduction of 10% penalty fee.
The site was visited by undersigned on 30.01.2024 and observed as following: -
1. The proposed site of the project falls at Meharbanpura, Amritsar on the Amritsar Jalandhar highway.
2. The project proponent has completed more than 80 percent of the civil construction work of the building. Internal roads are yet to be completed. The project has also constructed STP of capacity 200 KLD, 75 % civil work of the STP has been completed.
It is further intimated that MoEF vide Gazette Notification no. S.O. 3252 (E) dated 22/12/2014 has exempted the School, College and Hostel for Educational Institution from obtaining prior Environmental Clearance under the provisions of EIA Notification, 2006.
RO has recommended that extension in NOC from pollution angle under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the institute for further period upto 30.09.2024 with suitable terms and special conditions as under:
1. The project proponent shall not make any expansion without the prior permission from the Board.
2. The project proponent shall comply with the conditions imposed by the Senior Town Planner, Amritsar vide no. 567 dated 08/06/2020.
3. The project proponent shall not commission the project without consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 from the Board.
In view of above, it is recommended that extension in NOC from pollution angle under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the institute for further period upto 30.09.2024 with suitable terms and special conditions as under:
1. The project proponent shall not make any expansion without the prior permission from the Board.
2. The project proponent shall comply with the conditions imposed by the Senior Town Planner, Amritsar vide no. 567 dated 08/06/2020.
3. The project proponent shall not commission the project without consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 from the Board.
4. The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.
5. The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises as same are banned from 01/07/2022 as per notification of Govt. of India as well as Punjab.
6. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
7. The project proponent shall develop the vermi-composting/composting to manage the bio-degradable solid waste.
