Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 30.01.2024 w.r.t. show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 - M/s SR Steel and Wire, Behind Budhewal Sugar Mill, Village Paharuwal, P.O. Budhewal, Chandigarh Road, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a small scale red category unit having valid consent upto 31.01.2024 under the Water (Prevention & Control of Pollution) Act, 1974.
A complaint was received against the industry regarding pollution caused by the fumes arising from the acid.
During visit, it was found that the acid fumes were not properly captured / contained in the process shed. Accordingly directions were confirmed against the industry u/s 33-A of the Water Act, 1974 and 31-A of the Air Act, 1981 and electric connections were disconnected.
The industry was visited by officer of the Board on 11.01.2023 and it was reported as under:-
1. The industry was in operation and has also provided alkali scrubber to trap the acid fumes from the process shed.
2. The industry has failed to submit the record of water consumption during restoration period.
3. The industry has not submitted acid purchase bills as the industry is using sulphuric acid as raw material.
4. During the visit, the APCD to control the acid fumes was in operation. Stack of adequate height with the scrubber along with proper sampling arrangements have been provided.
5. The industry has failed to submit the analysis of air emission during temporary restoration period,
In view of above, the industry was issued show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 30.01.2024.
No one from industry attended the hearing but submitted written reply which has been taken on record. The industry submitted that they have provided APCD to control the acid fumes. The industry has started maintaining the record of water consumption. The acid purchase bills of last 3 months are submitted. He further requested to collect air emission sample of the industry and to grant consent of the Board.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The industry shall get the trade effluent lifted to CETP operator regularly.
2. The industry shall maintain the record of water consumption in the process and trade effluent got lifted to CETP operator and submit the same to Board.
9. The industry shall operate its APCD regularly and efficiently so as to achieve the prescribed standards of the Board.
3. The industry shall submit analysis report of APCD to Board, within 07 days.
4. The Environmental Engineer, Regional Office shall re-visit the industry to verify the submission of the industry, collect air emission samples and submit the report alongwith recommendations in the matter.
