File Note: It is submitted that the RO has reported that the unit had earlier filed CTE for expansion which was refused vide no. CTE/Fresh/HSP/2022/15748296 dated 25/04/2022 due to the following reasons: was refused due to 1. Non-compliance of decisions of personal hearing held before Chairman of the Board on 15.12.2021. 2. Non-compliance of Government of Punjab, Department of Science, Technology and Environment's letter dated 27/08/2021 for encouraging utilization of paddy straw as fuel, vide which at S. No. A(1)(c), it has been mandated for new distilleries and breweries coming up in the State to install PaddyStraw fuel based-boiler. 3. Non-compliance of details mentioned in the Environmental Clearance, as quantity of proposed effluent generation by theindustry in CTE form is greater than quantity for which EC has been granted by MoEF&CC. 4. Proposing un-scientific measures for treatment of domestic effluent to be generated from the industry. Now, the unit has again filed application for obtaining consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Ethanol Plant for manufacturing of Ethanol @ 120 Ltrs/day and Power @ 4.0 Megawatt from Molasses @ 500 MTD and Bagasse @ 480 MTD as raw material. However, again the unit has proposed to set up a molasses based distillery and has proposed to install a Bagasse fired boiler of capacity 45 TPH. The RO has brought out that as per the Para 1.9.1.C of the approval of Council of Ministers dated 26.08.2021, regarding encouraging utilization of paddy straw as fuel. " It will be mandatory for new distilleries and breweries coming up in the State to install Paddy Straw fuel based –boiler." The industry has not submitted proposal in line with the approved Cabinet decision, alongwith its application however, the industry has proposed to use mixed fuel i.e. trade effluent generated @ 480 KLD and same will be disposed off with fuel i.e paddy straw, bagasse etc. will be burnt in Incinerated Boiler. If approved, the application of the industry be returned at this stage with request to resubmit its proposal for installation of boiler in line with the Para 1.9.1.C of the approval of Council of Ministers dated 26.08.2021, regarding encouraging utilization of paddy straw as fuel.
