The industry is a red category dyeing unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/LDH3/2022/20109601 dated 26.10.2022 for dyeing and finishing for all type of fabrics (polyester/pc/cotton) @ 9 T/day with generation & disposal of trade effluent @ 358 KLD and domestic effluent @ 2.0 KLD into CETP 50 MLD, which was expired on 25.01.2023....................
Now, the industry has applied for varied consent to operate under Water Act, 1974 for dyeing for all type of fabrics (polyester/pc/cotton) @ 9 T/day with generation & disposal of trade effluent @ 460 KLD and domestic effluent @ 2.0 KLD into CETP 50 MLD.....................
The industry had already deposited requisite documents and adequate consent fee which is valid upto 30.06.2025 as verified by the Regional Office.....................
Regional Office reported that the industry has submitted the requisite documents as required for obtaining CTO/CTE of the Board for unit connected with CETP 50 MLD and same have been verified by the Regional Office.....................
Regional Office reported that the industry has submitted the copy of area classification certificate vide their letter no. 2062/ATP-B/D dated 28.12.2021, which is stating that the unit falls in the industrial Zone as per approved Master Plan, Ludhiana.....................
The industry has submitted certificate from company secretary regarding DEMAT of 700 KLD shares. The contents of the DEMAT certificate is as under:....................
1. Shares held in DEMAT (A/c No. IN301549-63747789) as per the list provided by the SKYLINE dated 3rd November 2023- 1,53,000....................
2. As per the list of allotees filed by the Company in E-Form PAS-3 for the allotment made on 21st October 2023- 5,47,000....................
The industry was visited by AEE of RO on 29.01.2024 and reported that the industry was complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974.....................
It is pertinent to mention here that the wastewater sampling of the industry was carried out by the team of the concerned AEE along with Laboratory staff and as per analysis report, concentration of TDS is 1760 mg/l & pH is 6.8.....................
It is pertinent to mention here that it was decided as under in the e-noting no. 21071130:....................
“The consents being presently given to the member units conditionally to settle the share issue, may be given for at least one year with the condition that in case of any variation of shares at the time of final settlement with PDA / approval by the Board, the industry concern is bound to follow the production / effluent discharge from their unit accordingly and obtain revised consents with modified figures of production and effluent discharge as per the final share allotment.”....................
Further, it is pertinent to mention here that it was decided as under in the e-noting no. 19582356 (copy attached herewith):....................
“It shall be ensured that no further CTE/CTO for any new/expansion of dyeing units shall be given without the permission from Head office.” ....................
Thus, the competency to decide the case falls with Worthy Chairman of the Board.....................
As proposed by Regional Office, May if approved, varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 be granted to the industry for dyeing for all type of fabrics (polyester/pc/cotton) @ 9 T/day with generation & disposal of trade effluent @ 460 KLD and domestic effluent @ 2.0 KLD into CETP 50 MLD for the period of one year with special condition that:....................
a) The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.....................
b) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.....................
c) The industry shall maintain the record of flow meter installed at outlet leading to CETP.....................
d) The industry shall not generate/discharge trade & domestic effluent more than 462 KLD.....................
e) This consent is being issued subject to realization of shares which are yet to be DEMAT....................
