It is intimated the industry is a small scale red category dyeing unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2023/21289901 dated 25.04.2023 Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2023/21289938 dated 25.04.2023 for Dyeing & Washing of Caps @ 300000 Number/Year with generation & disposal of trade effluent @ 5.0 KLD onto land for plantation after treatment in ETP and domestic effluent @ 0.8 KLD onto land for plantation, which were expired on 24.10.2023. Further the directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 was issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 24.10.2023 vide Board’s letter no. 1907 dated 28.04.2023.
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Dyeing & Washing of Caps @ 300000 Number/Year with generation & disposal of trade effluent @ 5.0 KLD onto land for plantation after treatment in ETP and domestic effluent @ 0.8 KLD into sewer. The industry had already deposited Rs. 40,100/- (34200/- Water +5400/- NOC + 500 Form fee) vide receipt No. 880084061 dated 30.12.2022 under Water Act, 1974 & Rs. 34,200/- vide UTR No. 437967741 dated 30.12.2022 under Air Act, 1981 and Rs. 1600/- vide R. No. 906813078 dated 23.09.2023 as Rs. 1100/- NOC fee and Rs. 500/- as application form fee, which is adequate upto 30.06.2025 under both acts.
The industry had already submitted the copy of letter issued by ATP, Ludhiana vide memo no. 2850/ATP/B/D dated 24.08.2022 stating that the site of the industry falls in industrial zone as per Master Plan, Ludhiana.
The industry was visited by the AEE of this office on 24.01.2024 and observed that:-
1. The unit was not in operation and was engaged in dyeing & washing of army caps.
2. The industry has installed one dyeing/ washing tub for the dyeing of caps.
3. The industry has installed ETP consist of screening collection tank chemical dosing flocultor tube settler sump filters. The ETP was not in operation due to non- operation of the unit. However all components of ETP were in line and in working condition.
4. The industry has provided plantation at area of about 375 Sq yards for the disposal of treated effluent. The plantation area is adequate to manage the discharge.
5. The industry has one boiler of capacity 0.5 TPH with adequate stack height. Wood was stored as fuel to be used in boiler.
6. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that:
1. Renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of further six month with suitable terms and conditions.
2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 be issued to the PSPCL authorities for restoration of electric supply of the industry temporarily for the period of further six month.
