Earlier, the HCF was granted consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2022/20389257 dated 01.12.2022 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2022/20389243 dated 01.12.2022, both having validity upto 31.12.2023 for 2 no. Dental Chair with subject to suitable conditions mentioned therein.
Now, the HCF has applied for obtaining renewal of consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 2 no. Dental Chair along with requisite documents and fee.
As per record file of the HCF the previous consent fee is adequate upto 24.02.2024. Now, the HCF has deposited Rs. 5,000/- Vide R. No. 998319991 dated 31.01.2024 under Water Act, 1974 and Rs. 5,000/- vide R. No. 464235826 dated 31.01.2024 under Air Act, 1974, which is adequate upto 31.12.2029 under both acts.
The HCF has executed an agreement with the common Bio Medical Waste treatment facility namely M/s Rainbow Environments Village Balyali, Tehsil Kharar, Distt. Mohali for lifting and treatment of Bio Medical waste issued on dated 12.01.2024 which is valid upto 10.01.2027 for 02 no. of dental chairs.
As per office order issued by the Head Office, Patiala vide letter no. 59 dated 02.02.2016 and as per decision of officer meeting held at Head Office Patiala on 08.05.2018 that all the industries under orange and green category shall be processed on the basis of documents submitted by the industry without site verification.
The HCF has not been visited and on the basis of documents submitted by the HCF along with application, it has been observed that the HCF is situated inside a commercial project i.e ‘Tricity Plaza’ and has installed 2 no. dental chair. The HCF has made arrangements for segregating the bio medical waste in colour coded bags. The HCF has provided arrangement for treatment of liquid waste generated and is treated with Sodium Hypo-Chlorite Solution of 1-2 % concentration. The treated effluent and the domestic effluent is discharged into the STP installed by ‘Tricity Plaza’ and treated effluent is being discharge into MC, sewer. The HCF has not installed any D.G set.
In view of above, it is recommended that the consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HCF for short term i.e. 30.06.2024, subject to suitable conditions and following additional conditions as under:
1. This authorization is valid for 02 dental chairs only.
2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board.
3. The HCF shall ensure to comply with the effluent standards as notified and Water (Prevention & Control of Pollution) Act, 1974 amended upto date and subsequent amendments if any.
4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
5. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
6. There is no claim of continuation of hospital in present premises on the basis of this consent. The hospital has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
7. The HCF will maintain proper record of generation and lifting of bio-medical waste.
8. The HCF shall obtain other statutory approvals required from other departments, if any.
