File Note: It is submitted that earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/21901541 dated 23.06.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/21901529 dated 23.06.2023, both having validity upto 22.12.2023 for manufacturing of CO-Extrusion @ 43000 Meter/day, CMB @ 27.25 T/day, PVC Trim Line Upgraded to Sponge Line A5 @ 32000 Meter/day, Flock @ 22000 Meter/day, Solid @ 18000 Meter/day, Sponge @ 90000 Meter/day and PVC Profile ( 1&2) @ 12000 Meter/day with subject to suitable conditions and additional conditions that: - 1. The industry shall earmark annual fund of Rs.5.0 Lakh for activities under the Corporate Environment Responsibility (CER) and shall submit the details of activities carried out under the said fund to PPCB, by 31st march of every year. 2. The industry shall obtain final permission for abstraction of groundwater from PWRDA, within 03 months and shall submit a copy of the same to the Board. Now, the industry has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for same production capacity and raw material alongwith requisite documents. The industry has already deposited Rs. 6,48,000/- vide R. no. HDFCR52023022485545968 dated 24.02.2023 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 6,48,000/- vide UTR no. HDFCR52023022485556161 dated 24.02.2023 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.03.2026 for both the acts against the total cost of assets is Rs. 17417.30 lacs as on 26.12.2023. The site of the industry was visited by officer of the Board on 25.11.2023. During the visit, it was observed as under: 1. The industry was in operation and engaged in the process of rubber seals/ profile by using carbon, rubber, PVC material & CR strip as raw material. 2. The manufacturing process of the industry is CMB line section (mixing section)—co-extrusion (sponge section, solid section and flock section)—molding—packing—dispatch. 3. The industry has installed 10 production lines and 02 no. PVC Plastic production lines. 4. During visit, it was observed that the industry is carrying out construction of a new building in its premise and the representative of the industry informed that the same shall be used as warehouse for storage of final products. 5. The industry has installed 02 no. banbury mixer for mixing of carbon, oil and other ingredients for the preparation of rubber sheet and provided common bag filter house as APCD along with adequate of stack height and sampling arrangement. 6. The industry has provided ducting system in the co-extrusion section, sponge section, solid section, which is further connected with the stacks of 3m height above from roof level for the discharge of the emissions generated from these sections into the atmosphere. 7. The industry has installed 03 nos. D.G. sets of 750 KVA, 1500 KVA and 500 KVA, all are equipped with canopies and stack of adequate heights. 8. The industry has installed 02 no. of tubewell in its premises. The project proponent has obtained permission for abstraction of 2250 KL of fresh water per month i.e. 75 KLD from PWRDA. 9. The industry has installed a new STP of capacity 80 KLD in its premises and the same was in operation. The industry has installed flow meter at the outlet of the STP and as per the records maintain, around 24 KLD of wastewater is being treated in the STP. 10. During visit, the effluent samples from outlet of the STP was collected and analysis results obtained Head office Lab, Patiala, which is mentioned as below:- Sr. No. Parameters Outlet of STP Prescribed Standards 1. pH 7.7 5.5 – 9.0 2. The industry has developed lawn in an area of about 02 acre for the utilization of treated domestic effluent. Further, the industry has also carried out plantation along the boundary walls of the unit and has laid proper pipe network for distribution of treated domestic effluent in the plantation area. 12. The project proponent has carried out CER activities by providing tree Guards, Solar Hub at DC Office, Mohali and also has adopted a lion at Chatbir Zoo in compliance to the special conditions of previous consent granted to it. (Copy attached below) The industry is complying with the conditions of consents granted under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Keeping in view of the above, it is recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act 1974 may be granted upto 31.03.2026 with suitable conditions and additional conditions that:- 1. The industry shall regularly operate and maintain its STP and ensure that the treated sewage conforms to the effluent standards prescribed by the Board / Ministry of Environment and Forests & Climate Change for such discharges. 2. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 3. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 4. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 5. The industry shall comply with the provisions of Solid Waste Management Rules, 2016. 6. The establishment shall obtain all the statuary approvals/clearances from the concerned departments. 7. The consent is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 8. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
