Sir kindly peruse the note of RO as well as AEE (PBIP).
Brief is as below:
1) CTE applied for establishment of commercial project namely “Grand Carvinal” located at Block-H, Aero City, District SAS Nagar, Punjab for total land area 24,296.82 (6 acres) having built up area of 92411.305 sqm.
2) Environmental Clearance granted on 08.02.2023 for establishment of commercial project namely “Grand Carnival” located at Block-H, Aero City, District SAS Nagar, Punjab for total land area 24,296.82 (6 acres) having built up area of 93,014.047 sqm.
3) Layout Plan approved by Chief Administrator, GMADA, which had been technically approved by Member BPSC-cum-Senior Town Planner, SAS Nagar vide no. 1223 STP(SAS)/SB-8(G) dated 03/10/2023, having total land area of 6 acres and built-up area of 92411.305 sqm.
4) Application for obtaining amendment in EC filed to SEIAA, Punjab and SEAC in 272nd Meeting held on 08.01.2024 has already recommended to SEIAA for issuance of EC for built up area of 92411.305 sqm.
5) Allotment letter issued by GMADA to the PP vide memo no. EO/2022/13830 dated 04.07.2022 for allotment of commercial site, block-H measuring 24296.82 square meter at Aerocity, SAS Nagar mentions that separate connections for fresh water for drinking and potable uses and tertiary treated waste water for flushing and gardening purpose shall be provided to the allottee. Therefore, allottee will have to have dual plumbing system along with separate storages for both types of water in its building.
6) Site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009.
7) Rs. 630500/- vide R. No. 314522211 dated 11.01.2024 as NOC fee has been deposited and the RO has calculated that the said fee deposited by the project proponent is adequate for two years against the total proposed cost of the project of Rs. 44621 lacs. However, the RO has reported that the project proponent has already started the construction activity at site and no proof regarding date of commencement of construction has been attached with the application. Therefore, it is safe to assume that the project proponent has started its construction activity after the approval of the building/ site layout plan from the GMADA i.e. after 03/10/2023. Accordingly, the ‘Consent to Establish’ fees deposited is adequate upto 02/10/2025.
In light of the above, Sir if approved, action proposed by RO as well as AEE (PBIP) regarding issuance of CTE for establishment of commercial project namely “Grand Carvinal” located at Block-H, Aero City, District SAS Nagar, Punjab for total land area 24,296.82 (6 acres) having built up area of 92411.305 sqm upto 02.10.2025 subject to the conditions as mentioned in the note of AEEE (PBIP) be taken, please.
