• Earlier, the hallmark centre had applied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981, but the hallmark centre has not submitted approved building plan as well as not submitted classification area certificate with the application. Thereafter, the hallmark centre was given personal hearing before the Senior Environmental Engineer, Zonal Office, Jalandhar on 18.01.2024, but no one attended the hearing, hence the same was refused due to above said reasons.
• Now, the hallmark centre has again applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for hallmarking of gold ornaments in their analytical lab and detail of the same is as under:
• The hallmark has deposited Rs. 9000/- under Water Act, 1974, Rs. 1800/- as NOC regularization fee, Rs. 500/- form fee vide UTR No. 000978908718 dated 19.07.2023 and Rs. 9000/- UTR No. 000978907956 dated 19.07.2023 under Air Act, 1981, against the fixed assets of Rs. 17.36 lacs, which are valid upto 01.06.2028.
• The hallmark has submitted an undertaking in which it is mentioned as under : -
"Please refer to our application, It is informed that we are running a testing facility in a shop which is on rent and at oldest Sarafan Bazar of the city surrounding all are jewelry shops.
Further we are not manufacturing any product. We are just testing the gold/sliver jewelry as per BIS (Bureau of Indian Standard). Our customers gives us the jewelry for testing and we test the same, gives report/mark BIS hallmark by laser and return the same to the customers.
Please note that we have taken the premises on RENT basis the rent deed was started from 1.06.2023. so, the establishment of the hallmark on this premises is 1.06.2023"
• The hallmark centre has submitted rent agreement of the land, site plan, location plan and proprietorship certificate with the application.
• The hallmark centre has also made an agreement with TSDF, Nimbua vide membership no. 2955 to lift the lead ash as category no. 9.2 @ 0.024 T/year.
• The hallmark centre has submitted approved building plan from Competent person under Factories Act.
• The hallmark centre has submitted classification of area certificate issued from ATP, Municipal Corporation, Jalandhar vide letter No. 1388 dated 22.01.2024 in which mentioned that the site of the hallmark falls in commercial mix zone as per Master Plan, Jalandhar and also mentioned the hallmark centre is allowed to operate at site.
• The hallmark centre was already visited by the AEE of this office on 26.09.2023 and it was observed as under:
1. The hallmark centre is situated in Ground floor NL-55, Kalan Bazar Jua, Jalandhar. The Hallmark centre was in operation during the visit.
2. The hallmark centre has installed 04 nos. muffle furnace and Copulation furnace in its premises.
3. The hallmark centre has installed one D.G. set of capacity 15 KVA with canopy and adequate stack height.
4. The representative of the hallmark centre informed that they generate waste water sludge and spent cupels / lead ash, which is hazardous and shall be disposed off to TSDF.
5. The hallmark centre has made an arrangement to collect its spent nitric acid from this process. The representative submitted that acid is neutralized and same is discharged into M.C sewer.
6. The hallmark centre has provided wet scrubber as APCD with cupellation and parting furnaces with arrangement to recycle the scrubbing water alongwith stack of adequate height.
7. Domestic effluent is discharged into sewer.
8. The compliance of CPCB guidelines is mentioned in agenda note attached herewith.
The hallmark centre is located in commercial mix zone, thus the site is not suitable for setting above activity.
In view of above, it is recommended that the consent to operate under the Water Act, 1974 and the Air Act, 1981 may be 30.09.2027 with usual conditions as per policy of the Board and with special condition that the hallmark centre shall comply with the provisions of Master Plan.
