RO has reported that the project proponent has applied for obtaining consent to establish (NOC) from pollution angle for setting up of a Commercial Colony (18 Shops) at Dinanagar-Gharota Road, Village-Mamial (H.B. No. 266), Tehsil & District-Pathankot under orange category. The project proponent has submitted Project Report, Land Use Classification from DTP, Site Plan Location Plan, Land Document and Feasibility report of the STP etc. The industry has deposited Rs. 3400/- vide UTR No. 441685640 dated 21/01/2024 consent to operate under Air (Prevention & Control of Pollution) Act, 1981, which is adequate for one year period including Rs. 500/- as form downloading fee against the fixed assets of Rs. 35.60 Lacs. The unit has submitted the change of land use for an area measuring (0.6437 Acres) for Commercial Colony purpose of Senior Town Planner, Amritsar bearing vide no. 27801 dated 14/08/2023. The industry was visited by Assistant Environmental Engineer, Regional Office, Batala on 29/01/2024 and during visit, it was observed that the project proponent has demarked the boundary. However, no building has been constructed in the premises. The site is located in Dinanagar- Gharota Road, Village-Mamial (H.B. No. 266), Tehsil & District-Pathankot. The site is surrounded by Agriculture Land. No building has been constructed in the premises. The industry has proposed to install septic tank for the treatment of waste water to be generated from the domestic effluent. The domestic effluent will be generated @ 10 KLD, which will be treated in the septic tank and will be discharged onto land for plantation. The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013.
RO has further submitted that as per the categorization of the industry for building & construction, issued by the CPCB, the unit having built-up area less than 20,000 sq.mts and discharge less than 50 KLD, are also required to treat their effluent through soak pit, septic tank, STP etc. as per the prescribed guidelines and norms. In the said case, the unit is having discharge of 10 KLD and therefore has proposed septic tank for its treatment. Although, as per the calculation, the total effluent generated will be far less than the 10 KLD as there will be only floating population being a commercial complex. However, a condition has been imposed with the recommendations to install STP to achieve the prescribed standards for the discharge of treated effluent onto the plantation area along the roads and boundary wall and green park area, which is adequate.
RO has recommended that consent to establish (NOC) from pollution angle may be granted for one year period with suitable conditions along with special conditions that the project proponent shall install STP of adequate capacity instead of septic tank for the treatment of domestic effluent before the commissioning of the project.
