File Note: RO has reported that the above industry is an Educational Institute established and commissioned without obtaining NOC of the Board. It is intimated that the Institute has applied for Consent to Operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 for the operation of Educational Institute through OCMMS in a totally paperless manner by uploading necessary documents as PDF under Orange Category. The industry has deposited Rs. 1,24,200/- vide UTR No. N01724283 9122785 dated 17/01/2024 & Rs. 1,13,900/- vide UTR No. N017242839134664 dated 17/01/2024 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- as Form Downloading fee against total gross value of fixed assets worth Rs. 477.23 Lacs and same are adequate upto 30/09/2028 under both Acts. The Educational Institute has submitted a copy of Bill issued from PSPCL, Pathankot, according to which the Educational Institute is running since August-2021. The industry was again visited by AEE of this office on 31/01/2024 and observed as under:- 1. The industry is an Educational Institute. 2. The school generates only domestic effluent from the premises and no other effluent is generated. 3. The school is having class rooms, Administrative Complex and non-teaching staff rooms in the premises. 4. The school generates effluent @ 60 KLD, which is treated through the STP. The STP consists of Screen Chamber- Oil & Grease Trap- Collection Tank- MBBR-I (Aeration Tank-I)- MBBR-II (Aeration Tank-II) -Secondary Tube Settler- Pre-Filtration Tank- Pressure Sand Filter- Activated Carbon Filter- Sludge Drying Beds. 5. The school has installed STP for the treatment of domestic effluent, which was in operational condition. The treated effluent of the STP is discharged into playground, lawns, gardens and other plantation within the premises for irrigation. The area is adequate for the disposal of treated effluent. 6. The School has provided One no. D.G. set of capacity 45 KVA, which are provided with canopy. 7. The School has made arrangement for collection/disposal of solid waste in scientific manner. The Educational Institute has submitted the change of land use for an area measuring (4.948 Acres) for Educational Institute purpose of Senior Town Planner, Amritsar bearing vide no. 404/STP(A)/CLU-1 dated 31/03/2015. It is pertinent to mention here that the Educational Institute has also submitted approved building plan by Senior Town Planner, Amritsar for Educational Institute. The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013. RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the Educational Institute upto 30/09/2028 with suitable conditions. In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the Educational Institute upto 30/09/2028 with suitable conditions along with special conditions as under:- 1. The project proponent shall maintain records of fresh water consumption and operation of STP on daily basis. 2. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 3. The Project Proponent shall develop the vermi-composting/composting to manage the bio-degradable solid wastes. 4. The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 5.The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises as same are banned from 01/07/2022 as per notification of Govt. of India as well as Punjab. 6. The unit will submit effluent analysis report within 02 months from Board’s Lab. Competency (SEE Sir).
