The project proponent was again asked about the above mentioned observation and he has submitted that they will use one rotary drum dryer along with twin cyclones as APCD and common dust collector with chipping/grinding section. However, no separate feasibility report has been submitted and APCD proposed are only mentioned in the project report. The project proponent submitted that it will submit the feasibility report and dimensional drawing of proposed APCDs before obtaining CTOs. The amended agenda is attached.
In view of above and the fact that Govt. is actively pursuing establishment of new pelletization plants for managing the paddy stubble which is a huge cause of concern w.r.t air pollution in the region, it is recommended that consent to establish (NOC) from pollution angle may be granted to the Project Proponent for one year period with suitable conditions and special condition that:-
1. The Project Proponent shall not commission without the prior permissions of the Board.
2. The Project Proponent shall provide adequate arrangements for controlling dust from the process.
3. The Project Proponent shall submit building plan approved under Factory Act, 1948.
4. The Project Proponent shall plant adequate trees around the boundary of the unit.
