RO has reported that the project proponent has applied for obtaining consent to establish (NOC) from pollution angle for setting up of a Multicomplex Story Commercial Building at Near-Chhoti Nehar, Malikpur Road, (Area Bharoli), Tehsil & District-Pathankot under orange category. The project proponent has submitted Project Report, Land Use Classification from DTP, Site Plan Location Plan, Land Document and Feasibility report of the STP etc. The industry has deposited Rs. 8900/- vide UTR No. 149992967 dated 21/01/2024 consent to operate under Air (Prevention & Control of Pollution) Act, 1981, which is adequate for one year period including Rs. 500/- as form downloading fee against the fixed assets of Rs. 137.87 Lacs. The site of the project has been granted Change of Land Use (Measuring 569.30 Sq/yards) vide Memo No. PB/CLU/PTK/PATHA/1861 Date 15/07/2022 for its establishment, which may kindly be perused. The industry was visited by Assistant Environmental Engineer, Regional Office, Batala on 29/01/2024 and during visit, it was observed that the project proponent has demarked the site with cement pillars. No building has been constructed in the premises. The industry has proposed to install STP for the treatment of waste water to be generated from the premises and the treated effluent will be discharged into MC Sewer. The site is surrounded by Commercial Space. The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013 .
RO has recommended that consent to establish (NOC) from pollution angle may be granted for one year period with suitable conditions.
In view of above, it is recommended that consent to establish (NOC) from pollution angle may be granted for one year period with suitable conditions along with special conditions as under:-
1. The Project Proponent shall establish on same Khasra no. as per CLU obtained from the Competent Authority.
2. The Project Proponent shall obtain Consent to Operate under Water Act and Air Act before commissioning of project.
