It is submitted that the HCF has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS of the Board for 30 beds.
• The hospital has already deposited the hospital has deposited Rs. 9000/- vide UTR.No. N3272222171147 dated 23.11.2022 under Water Act, 1974 and Rs. 9000/- vide UTR.No. N327222217119804 dated 23.11.2022 under Air Act, 1981, and Rs. 12000/- vide UTR No. N025242849611724 dated 25.01.2024 Air (Prevention & Control of Pollution) Act 1981, Rs. 12000/- vide UTR No. N025242849612053 dated 25.01.2024 is adequate upto 31.03.2026.
• The HCF has submitted lifting slips, self declaration certificate, site plan with the application.
• As per Board Office order no. 329 dated 14.09.2023 in auto generation of renewal of authorization under Bio Medical Waste (Management & Handling) Rules, 2016 is also covered authorization under Bio Medical Waste (Management & Handling) Rules, 2016 application upto 50 beds hospital.
• As per office order No. 379 dated 27.10.2023 by the Board it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio Medical Waste (Management & Handling) Rules, 2016 upto date and subsequent amendment if any.
• The HCF has installed 02 nos. DG sets of capacity 70 KVA and 40 KVA with canopy and adequate stack.
• The HCF has complying with the conditions under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981.
Keeping in view of the above, if approved, it is recommended that the of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted upto 31.03.2026 with special condition that:-
1 This consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 is valid for 30 beds only.
2 The HCF shall install effluent treatment plant for the treatment of liquid waste The HCF shall obtain other statutory approvals required from other departments, if any.
3 The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
4 The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
5 The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio Medical Waste (Management & Handling) Rules, 2016 upto date and subsequent amendment if any.
