File Note: The industry was granted 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2021/16603545 dated 29.09.2021 valid upto 28.09.2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2021/16603546 dated 29.09.2021 valid upto 30.06.2025 for Dyeing of polyester cloth @ 500 Kgs/day along with discharge of trade effluent @ 45 KLD into sewer after treatment through ETP. The industry was allotted tentative share of 150 KLD by the PDA, Tajpur Road, Ludhiana vide its letter dated 22.07.2022 for discharging its effluent into the conveyance system of CETP 50 MLD. The online meter has been installed at the outlet of industry for monitoring quantity of effluent being discharged into conveyance system of CETP 50 MLD by the industry, which is connected with the SCADA system of PDA, Tajpur Road, Ludhiana. The Board is monitoring the online data w.r.t. effluent sent to CETP of 50 MLD by the member units on regular basis. Online record regarding discharge of effluent by the industry into CETP revealed that the industry is discharging more quantity of effluent into the CETP of 50 MLD capacity than allowed in the consent to operate granted by the Board and tentative share allotted to it. The industry had discharged 432.41% of effluent into the conveyance system of CETP 50 MLD as compared to the CTO granted to it. The industry was violating the provisions of Water Act, 1974 and was discharging effluent beyond the tentative shares allotted by PDA. Accordingly, notice u/s 33-A of the Water Act, 1974 was issued to the industry with opportunity of personal hearing before the Chief Environmental Engineer, Ludhiana on 28.08.2023, wherein it was decided that the Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 be confirmed for closure of the industry and disconnection of electric supply available to the premises of the industry by PSPCL Authorities. Accordingly, directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 were issued vide Board’s letter no. 5425-26 dated 12.09.2023 for disconnection of the electricity connection of the industry. The PSPCL Authorities had disconnected the power supply to the industry vide TDCO No. 15/274 dated 17.11.2023. The industry has now applied for Varied ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing of all type of fabrics (polyester /pc/cotton) @ 3.3 TPD with discharge of trade effluent @ 149 KLD & domestic effluent @ 1 KLD into CETP 50 MLD conveyance system. The industry has deposited Rs. 6,600/- vide UTR no. 616429910 dated 25.12.2023 under Water Act, 1974 and Rs. 6,600/- vide UTR no. 953086161 dated 25.12.2023, which is adequate upto 30.06.2028 under both acts. The industry has also deposited Rs. 1100/- vide UTR no. 616429910 dated 25.12.2023 as NOC fee. The industry was visited by AEE of this office on 29.01.2024 and it was observed as under:- 1. The industry was not in operation during visit due to disconnection of electricity supply. 2. The industry has installed 03 soft flow machines (300 Kg X 1, 450 Kg X2) in its premises. 3. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. 4. The industry has submitted certificate issued by PDA stating that the industry is a member of PDA and their sewerage is connected with the sewerage line of PDA 50 MLD CETP Plant. They can discharge of 150 KL/Per Day effluent in to 50 MLD CETP Plant. They have paid all their dues till date. As per GNE Study, the industry has discharge of 160 KLD. 5. The industry has now adopted waste water minimization technique i.e. recirculation of cooling water and recovery & re-use of steam condensate to keep its discharge within the quantity as per share allotment. 6. The industry has submitted certificate from the Company Secretaries stating that 15 KLD shares has been DEMAT and 135 KLD shares have been alloted as per the list of allotees filed by the Company in E-Form PAS-3 for the allotment of shares made on 21st October 2023. 7. The industry has installed 01 FBC boiler of capacity 03 TPH based on agro fuel and has provided cyclone separator as APCD. 8. The industry has made agreement with Sh. Surinder Kumar S/o Sh. Puran Chand Tangri Proprietor of M/s Puran Chand Tangri BKO, Village Pawa, Ludhiana regarding lifting of boiler ash from the industry for manufacturing of bricks. 9. The industry has installed one DG set of 50 KVA, which is with canopy and adequate stack height. D) In view of above, it is recommended that: 1) Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted for six months subject to suitable conditions along with special condition that it will got analysis its air emission sample from Board/ approved lab within 01 month.
