The industry was granted 'Consents to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2021/16480507 dated 23.09.2021 valid upto 22.09.2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2018/8689093 dated 19.12.2018 valid upto 30.06.2023 for Printing of Cloths @ 1000 Kgs/day, Dyeing of yarn @ 3600 Kgs/day, Dyeing of cloth @ 22 TPD along with discharge of trade effluent @ 800 KLD into sewer after treatment through ETP & domestic effluent @ 8 KLD into sewer.
The industry has now applied for Varied ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing of all type of fabrics (polyester /pc/cotton) @ 18 TPD and Dyeing of all type of yarn @ 3.0TPD along with discharge of trade effluent @ 1210 KLD & domestic effluent @ 4 KLD into CETP 50 MLD conveyance system.
The industry has already deposited Rs. 76100/- (72,000/- water + 3600/- NOC + 500 form fee) vide online receipt no. 482581282 dated 12.06.2023 under Water Act, 1974, which is adequate upto 31.10.2030 after deduction of Rs. 7200/- as penalty under said act and Rs. 72,000/- vide UTR No. 990392460 dated 12.06.2023 under Air Act, 1981, which is adequate upto 31.12.2027 after deducting penalty under Air Act, 1981
The industry was visited by AEE of this office on 29.01.2024 and it was observed as under:-
1. The industry was in operation during visit.
2. The industry has installed 20 soft flow machines (4 X 450 Kg each, 16 X 300 Kg each) having total 44 Chambers, 09 cabinet dyeing machines in its premises.
3. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP.
4. The industry has submitted certificate issued by PDA stating that the industry is a member of PDA and their sewerage is connected with the sewerage line of PDA 50 MLD CETP Plant. They can discharge 1214 KL/Per Day effluent in to 50 MLD CETP Plant. They have paid all their dues till date. The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 1188 KLD from its total 42 chamber of soft flow, 10 cabinet dyeing machines of 60 Kg each & 01 winch machine of 300 Kg.
5. The industry has now adopted waste water minimization technique i.e. recirculation of cooling water and recovery & re-use of steam condensate to keep its discharge within the quantity as per share allotment.
6. The industry has submitted certificate from the Company Secretaries stating that 682 KLD shares has been DEMAT and 532 KLD shares have been alloted as per the list of allotees filed by the Company in E-Form PAS-3 for the allotment of shares made on 22 May 2023.
7. The industry has installed 01 FBC boiler of capacity 08 TPH based on rice husk/agro fuel and has provided multi cyclone separator as APCD.
8. The industry has installed 01 thermopac of 200000 Kcal/hour capacity based on rice husk/agro fuel and has provided multi cyclone separator as APCD.
9. The industry has installed two DG sets of 125 KVA and 180 KVA which is with canopy and adequate stack height.
It is further submitted that as per record file, the industry falls under Industrial Zone as per approved Master Plan, Ludhiana (2007-31) as reported by the District Town Planner, Ludhiana vide memo no. 1111/DTP(L)M2A dated 21.03.2011. The industry has submitted bank guarantee of Rs. 50000/- as an assurance to comply with pollution control laws, which is valid upto 04.02.2024. However, the industry has not submitted bank guarantee of Rs. 1,00,000/- as an assurance to comply with pollution control norms as per decisions of personal hearing dated 20.07.2021. The industry had made request to waive off the bank guarantee and the request of the industry was forwarded to the Competent Authority of the Board vide e-noting no. 14566079, wherein it has been decide by the Competent Authority that the industry shall submit bank guarantee.
In view of above, it is recommended that:
1) Varied 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for period upto 31.12.2024 for Dyeing of all type of fabrics (polyester /pc/cotton) @ 18 TPD and Dyeing of all type of yarn @ 3.0TPD with discharge of trade effluent @ 1210 KLD & domestic effluent @ 4 KLD into CETP 50 MLD conveyance system subject to the conditions that:-
a) The industry will install EMF at inlet water supply also within 01 month.
b) The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.
c) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
d) The industry shall maintain the record of flow meter installed at outlet leading to CETP.
e) The industry shall not generate/discharge trade & domestic effluent more than 1214 KLD without obtaining prior permission of the Board.
