It is submitted that Sh. Vaneet Garg, Director of the industry attended the hearing and submitted the written reply which was on record. He submitted that :-
1. The industry is engaged in manufacturing of M.S. Flat, square angle, round & hexa etc. The industry has installed Reverberatory Heating Furnace and water scrubber has been installed as APCD, which was in rusting position and is repaired and painted.
2. The emissions now conform to prescribed standards. He requested for re-sampling of the stack emissions.
3. They are now regularly maintaining the record regarding operation of APCD.
4. The stack height of D.G set has been increased to 4.5 meters.
5. Proper plantation area will be developed within three months.
6. The compliance report of previous consent conditions will be submitted with fresh application.
7. They will apply for Environment Clearance shortly.
8. The industry has submitted completion certificate issued by PSCST, Chandigarh vide no. PSCST/TFD/393 dated 14.09.2023 for induction furnace of capacity 8 TPH but as per letter issued by Electrotherm dated 08.11.2023, the electric load of 2799 KVA has been released to industry and it can operate melting furnace upto 7000 kg capacity with this power.
The point-wise comments are as under:-
1. The Water scrubber installed by the industry as APCD has been repaired now.
2. As per decision of personal hearing dated 20.12.2023, the Stack Emission Sample of rolling Mill was collected during visit dated 18.01.2024. As per analysis report the concentration of particulate matter was found 88 mg/Nm3 which is within the prescribed limit of 150 mg/Nm3.
3. Now, the industry is maintaining the record w.r.t. operation of APCD.
4. Now, the industry has provided the adequate stack height to its D.G.Set of 320 KVA.
5. The industry has started to maintain the plantation area at the backside of induction furnace along the boundary wall.
6. The compliance report of previous consent conditions has been submitted by the industry.
7. The industry has not submitted the documentary proof w.r.t. apply for Environment Clearance in this office so far.
8. The supplier of the induction furnace i.e. M/S Electrotherm (India) Ltd., Ahmedabad has clarified vide its letter dated 08.11.2023 as under:-
“ We refer to your letter dated 1-Nov-2023 regarding the capacity of furnace that can run in the system with increased load of 2799 KVA. We would like to inform you that you can operate up to 7000 Kg capacity melting furnace with this power.”
9. The industry has applied consents of the Board under the Water Act, 1974 and Air Act, 1981 for processing of Steel Scrap/Sponge Iron & Ferro Alloys @ 92 MT/Day ( 7 Ton Per Heat * 13.15 Heat Per Day = 92.050 TPD Say 92 TPD (92 MT/Day x 310 Working Day (as submitted in its reply)= Total production=28520 MT/Annum.
In view of the above, the case is submitted for kind consideration & perusal of Competent Authority of the Board, please.
