It is submitted that the subject cited industry is a small scale unit under Green category and has applied for obtaining fresh 'consent to operate' under the Water Act, 1974 and Air Act, 1981 along-with requisite documents through OCMMS for manufacturing of Jack Handle @ 120000 Number/Year by using raw material as Steel Tube @ 300 MT/Year.
The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 104.21 Lacs as on 18/10/2023 as per CA certificate dated 18/10/2023, which is adequate upto 30/06/2028 under Water Act, 1974 and Air Act, 1981, under VDS scheme for the both Acts as per Board's Office Order dated 21/11/2022 after deducting NOC regularization fee. The VDS scheme is valid upto 31.03.2024 as per PPCB OM no. 324 dated 14.09.2023.
The industry was visited by the undersigned on 02.02.2024 and it was observed as under:
1. The industry was in operation.
2. The industry is engaged in manufacturing of Jack Handle @ 120000 Number/Year by using raw material as Steel Tube @ 300 MT/Year.
3. The industry has installed 9 no. Power presses, Welding machines, Cutting machines, Lathe machines and CNC machines, etc.
4. It has installed 2 no. shot blasting machines with inbuilt bag house filter and stacks of adequate height.
5. The industry has provided septic tank for treatment of domestic effluent and same is discharged onto land for plantation after septic tank.
6. There is no generation of trade effluent.
7. It has submitted building plans dated 20.09.2023 approved by Er. Anmol Bansal, Competent person under Factories Act, 1948.
The industry has submitted DTP Ludhiana letter no. 2571 dated 20.10.2023, which is reproduced as under:
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਤਹਿਤ ਪ੍ਰਾਪਤ ਪ੍ਰਤੀ ਬੇਨਤੀ ਦੇ ਸਬੰਧ ਵਿੱਚ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਆਪ ਵੱਲੋਂ ਕੀਤੇ ਗਏ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਿਆ ਗਿਆ ਜਿਸ ਅਨੁਸਾਰ ਆਪ ਦੀ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਇਸ ਜੋਨ ਵਿੱਚ ਹਰ ਤਰ੍ਹਾਂ ਦੀਆਂ ਉਦਯੋਗਿਕ ਇਕਾਈਆਂ ਆਗਿਆ ਯੋਗ ਹਨ ।”
The site of the industry falls in the Industrial Zone as per Master Plan of Ludhiana.
In the subject cited case, the industry has mentioned ground water extraction @ 1.2 KLD. Considering 25 working days per month, ground water extraction will be 30 KL/month, which is less than 300 KL/month.
It is therefore recommended that 'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2028 with suitable conditions as per policy of the Board.
