RO has reported that the hospital has granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2021/16440726 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2021/16440736 dated 02/08/2021 for hospital @ 45 beds, which are valid up to 31/03/2025 with suitable conditions mentioned therein. Now, the hospital has applied for obtaining varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 100 beds) along with Request Letter, Bed Capacity Certificate, site plan/location plan, Agreement made with CBWTF valid up to 29/10/2028. The hospital has deposited Rs. 47500/- vide UTR No. 000143605384 dated 16.01.2024 as consent fee under Water Act, 1974, Rs. 500/- vide UTR No. 000143621757 dated 16.01.2024 as application form fee, Rs. 47500/- vide UTR No. 000143605621 dated 16.01.2024 as consent fee under Air Act, 1981 and Rs. 10000/- vide UTR No. 000143606101 dated 16.01.2024 as NOC regularization fee., which is adequate up to 30/09/2028. 1. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 100 no. beds valid upto 29.10.2028. 2. The hospital has submitted approved layout plan vide no. 22F/A dated 26.11.2011 issued by Municipal Town Planner, MC, Amritsar and the hospital has submitted the receipts of CLU fee issued by M. C., Amritsar. 3. The hospital has submitted drawing of STP consist of components: - Equalization tank – Aerobic Bed Reactor – Sludge Drying beds – Secondary Clarifier – Prefiltration Tank – ACF – outlet. 4. The hospital has submitted a permission regarding discharge of treated waste sewerage water into MC sewer issued by MC, Amritsar, Water Supply & Sewerage Authority vide no. 659 dated 10.07.2017.
The Hospital was visited on 01/02/2024 and observed as under: - 1. The Hospital comprising of 100 beds and is engaged in providing medical health services. The Hospital has installed ETP consist of components Collection Tank – Equalization tank – Aerobic Bed Reactor – Sludge Drying beds – Secondary Clarifier – Prefiltration Tank – ACF – outlet. 2. The ETP installed by the HCF was in operation at the time of visit. 3. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes. 4. The HCF has provided needle destroyer for shredding of needles. 5. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same. 6. The HCF has provided final collection room for storage of bio medical waste generated from its premises. 7. No Bio-Medical Waste found mixed with general waste. 8. The hospital has installed 2 no. D.G. set of capacity 140 KVA and 120 KVA, which is fitted with canopy and stack of adequate height.
RO has recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/09/2028 with suitable terms & conditions along with special conditions that: - 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 02 months. 2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
In view of above, it is recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/09/2028 with suitable terms & conditions along with special conditions that: - 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 02 months. 2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
