1. Regional Office while forwarding the case has not given the above facts as intimated by EE- ZO, i.e the special conditions with which the above consent was granted and the compliance if any checked at any stage, thereafter the issue of consent.
2. AEE while initiating the note has mentioned that the industry is a small scale red category unit and engaged in the process of manufacturing of Hand Tool at site. However, from the application of the unit, it is observed that the PP is engaged in the business of food items like Buns, Tikki and Beverages and applied under orange category.
It means, AEE has not recorded the facts properly.
3. From the perusal of CA certificate, it is observed that same is issued for written down values with
land 0.28 Crore
plant & machinery 0.24 Crore

No cost of land & building is mentioned.
Whereas, at the time of grant of consent in 2020, the PP has submitted a CA certificate with gross block of fixed assets as follows:
Land 0.07 Crore
Building 0.90 Crore
Plant & Machinery 1.79 Crore

2.76 Crore
AEE should have consider only latest CA certificate of fixed assets with gross block (without depreciation) while dealing the consent case. It is not clear on what basis, AEE has calculated the present fees when latest CA certificate was not available for gross block (without depreciation)
The applications is neither scrutinized by AEE nor by EE before sending to Head Office.
In other case returned to your Office of M/s Win all rubber industries pvt ltd Waryana, Jalandhar, no of mistakes were observed. AEE is not concentrating while forwarding the cases to Higher Office and same are not even being rechecked by EE also.
4. In all the agenda notes, AEE is not mentioning the manufacturing process and simply writing that as mentioned in the application form or as attached with the application.
No comments, regarding land use are given in the note history to decide the short term/long term consents.
5. It was made clear by the Hon'ble SSTE in last meeting that no such case/ application of renewal is to be accepted and such applications are to be filed online and to help/guide the industries/PP accordingly. But again we are accepting such applications.
6.Your office has taken the matter with Head Office/computer section telephonic-ally but no e-mail or written communication sent to them. Neither received any written communication form Head Office that the applications can be received through this mode.
In view, of the above,
1. Issue advisory to the concerned AEEs to be cautious while dealing the cases, under the intimation of this Office
2. EE shall also personally check such cases before sending to Higher Office. Once he forwarded the case to the Higher Authorities, he is endorsing the report of AEE.
3. Only accept renewal cases through auto renewal mode as directed in last Officer meeting except where there are direction/permission from Head Office. In case, of any concern write to computer section with copy to SEE HQ-2 to resolve.
4. In this case, write to the above officers to resolve the above issue immediately. EE shall personally discuss the issue with EE (computer) at Patiala
5. Meanwhile, return the application to the PP to file the application through auto renewal system with the latest CA certificate with gross block of fixed assets (without depreciation), clearly mentioning the dispenses in present certificate, adequate fees as per the latest CA certificate based on gross block of assets (without depreciation), undertaking incorporating point wise compliance of previous consent conditions (special) and that no violation stands against the PP.
6. In case, the PP has any problem in filing the application, call him in office and help/guide him in completing the application at your end as well as through Head Office.
