It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. ZO-1LDH/RO-1/WPC/2011/F-3786 dated 20/10/2011 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. ZO-1LDH/RO-1/APC/2011/F-2773 dated 20/10/2011 both valid upto 31/03/2016 for the manufacturing of Plastic Dana @ 300 Kgs/day.
Earlier, the industry was operating its unit on single shift and manufacturing Plastic Dana @ 300 Kgs/day. Currently, it is operating its unit on double shift for manufacturing of Plastic Dana @ 600 Kgs/day.
Therefore, the subject cited industry has applied for obtaining varied 'Consent to Operate' under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited Earlier the industry has deposited against the un-depreciated fixed assets of Rs. 3.70 Lacs as on 31/03/2023 CA Certificate dated 16/12/2023, which is adequate upto 30/09/2033 under the both acts, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee and penalty charges 600 %.
Earlier, the industry was visited by undersigned on 02.02.2024 and it was observed as under:
1. The industry was in operation & engaged in the production of plastic dana @ 600 kg/day from recycled plastic waste.
2. The industry has installed one no. extruder to which adequate stack height & wet scrubber as APCD has been provided. APCD was in operation during visit.
3. There is no generation of trade effluent and domestic effluent is being discharged into sewer.
4. It has not installed any boiler, furnace or DG set.
5. The industry has also submitted building plan dated 10.06.2016 approved from Sh. Rajnish Kumar Singla, Competent person under Director of Factories, Punjab.
6. The industry is complying with all the provisions of Water Act, 1974 & Air Act 1981.
The industry has submitted DTP certificate according to which the site of the industry falls in industrial zone, which is reproduced as under:
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਤਹਿਤ ਪੱਤਰ ਦੇ ਸਬੰਧ ਵਿੱਚ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਵਿੱਚ ਇਕਾਈ ਜੁਲਾਈ, 2007 ਤੋਂ ਪਹਿਲਾਂ ਦੀ ਚੱਲ ਰਹੀ ਹੈ। ਆਪ ਦੀ ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-2021) ਦੀਆਂ ਤਜਵੀਜ਼ਾਂ ਅਨੁਸਾਰ ਇੰਡਸਟਰੀਅਲ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਇਸ ਪੱਤਰ ਨੂੰ ਸਾਈਟ ਵਿੱਚ ਬਣੀ ਕਿਸੇ ਬਿਲਡਿੰਗ ਜਾਂ ਭਵਿੱਖ ਵਿੱਚ ਬਣਨ ਵਾਲੀ ਕਿਸੇ ਬਿਲਡਿੰਗ ਦੀ ਪ੍ਰਵਾਨਗੀ ਨਾ ਸਮਝਿਆ ਜਾਵੇ।
In the subject cited case, the industry has mentioned ground water extraction @ 0.5 KLD. Considering 25 working days per month, ground water extraction will be 12.5 KL/month, which is less than 300 KL/month.
It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2033 (upto the adequacy of consent fee) with suitable conditions as per policy of the Board.
