File Note: It is intimated that the project is large scale red category project. Earlier, the project proponent was granted Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. O13SASCTE406594 dated 26.07.2013 valid upto 25.07.2014 for development of Residential complex named as "Golden Sand Apartments" in an area of 10,006.75 sq. yards (8,369 sq.m) having 124 flats & 14 EWS units (built up area 16,700 sq.m) at Old Ambala Road, Vill. Gazipur, Distt. SAS Nagar with certain conditions mentioned therein. Thereafter, the project proponent was granted Extension in validity of 'Consent to Establish' (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide letter no. vide Board’s letter no. 5474 dated 26/7/2013, is hereby extended upto 31/1/2016 with same conditions mentioned therein. Earlier, the project site was visited by under-signed on 24.03.2023 and contacted Sh. Jagdeep, GM. During visit it was observed as under: 1) The representative informed that total 595 flats are proposed in 9 no. towers along with 8 shops and 1 no. club in the project. 2) Presently, 450 flats have been constructed in 7 no. towers along with 8 shops. 100 no. flats and 1 no. club is under construction. 3) The representative informed that 420-430 flats & 4 shops are occupied. 4) The pp has installed STP of 350 KLD which was found non-operational and untreated waste-water was being disposed into MC sewer through flexible pipeline and motor. 5) The pp is disposing off solid waste to third party vendor and no composter has been installed. 6) 2 no. borewells installed and no water meter provided over it. 7) The pp has installed Dg set of 225 KVA, 500 KVA*2 with canopy and inadequate stack height. 8) Color coding of the pipeline for dual plumbing needs to be done. 9) Project cost of the project is around Rs 80 crore. Thereafter, the project was given personal hearing before the Chief Environmental Engineer (P) of the Board on 03.05.2023 and during hearing it was decided as under: - 1. The project proponent shall operate the STP regularly and efficiently to achieve the prescribed standards. 2. The project proponent shall apply varied consent to operate as required under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 with requisite documents, within 15-days. 3. The Environmental Engineer, Regional Office, SAS Nagar shall visit the site to verify the contentions given by the project proponent, process the consent application on merits and send report with recommendations accordingly. Now, the project proponent has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for development of 595 flats and 23 shops alongwith requisite documents and fee. The project proponent has deposited consent fee of Rs. 41,12,000/- (Rs. 1,20,000/- vide UTR/R. No. STBP217097115989 dated 07.04.2017, Rs. 3,60,000/- UTR/R. No. P18090738055716 dated 07.09.2018, Rs. 2,40,000/- UTR/R. No. P18090737793860 dated 07.09.2018, Rs. 4,32,000/- R. No. PPCB/42 dated 04.02.2022, Rs. 10,80,000/- R. No. 71243706 dated 05.06.2023 under Water Act, 1974 and Rs. 1,20,000/- vide UTR/R. No. STBP217097116803 dated 07.04.2017, Rs. 6,00,000/- UTR/R. No. P18090738160515 dated 07.09.2018, Rs. 4,32,000/- R. No. PPCB/42 dated 04.02.2022 under Air Act, 1981 and Rs. 80,000/- UTR/R. No. STBP416039685867 dated 08.02.2016, Rs. 44,000/- vide UTR/R. No. STBP217097116926 dated 07.04.2017, Rs. 6,12,000/- vide R. No. PPCB/42 dated 04.02.2022 as others Fee. The fee deposited by the project proponent is adequate upto 30.09.2025 against the total cost of the project Rs. 186.18 crores after adjusting for NOC regularization fee and penalty fee. The project proponent has obtained EC under EIA notification vide no. DECC/SEIAA/2020/3410 dated 05.11.2020 for expansion of group housing project namely “Golden Sand” Village Gazipur, Zirakpur, Derabassi, SAS Nagar (Mohali), Punjab by M/s Golden Sand Apartments & SRK Apartments and total built-up area is 92564 sqm. As per Environment Clearance, the total estimated population of the project is 3021 persons. The total water requirement of the of the project is 403 KLD out of which 269 KLD will be met through ground water and remaining 134 KLD will be met through recycling of treated wastewater. The total wastewater will be generated @ 322 KLD, which will be treated in the STP of capacity of 350 KLD to be installed in the project premises. The total treated wastewater generation from STP will be 322 KLD which will be disposed off as under: - Sr. no. There will be generation of 1200 Kg/day domestic solid waste. Solid waste will be appropriately segregated into recyclable, bio-degradable component, and non-Biodegradable. Bio-degradable waste will be composted by use of Mechanical composter of adequate capacity and non-biodegradable waste will be disposed of through authorized recycler vendors. Inert waste will be dumped to authorized dumping site. The project proponent obtained NOC vide no. 2287 dated 3/10/2012 from M.C., Zirakpur regarding disposal of solid waste material and garbage. The project proponent has submitted copy of letter issued by MC Zirakpur vide no. 4860 dated 10.03.2016, which is reproduced as under: - “It is certified that the Residential Project of Golden Sand (Developer &Promoter M/s Golden Sand Apartments & M/s SRK Apartment), at Gazipur (Zirakpur) is sanctioned by Municipal Council, Zirakpur after getting the technical approval from the office of the Director Town Planning, Local Government, Punjab. Municipal Council, Zirakpur has no objection for giving sewerage connection of its treated water to the above project as their request for discharge of 223 KLD treated water as per the water balance certified & report by the consultant after deposition of applicable connection charges and other requisite fee of Municipal Council, Zirakpur after completion of the project.” The site of the project was visited by officer of this office on 17.01.2024 and it was observed as under: - 1. The site falls at Village Gazipur, Zirakpur, Derabassi, SAS Nagar. 2. That total 595 flats have been constructed and about 420-430 flats & 4 shops are occupied. 3. The project proponent has installed STP of capacity 350 KLD in its premises. As per the record about 180 KLD of effluent is being treated daily in the STP. The treated water is being used for flushing purpose and irrigation of green area and the rest is being discharged into MC sewer. 4. The project proponent has submitted the effluent analysis results from Chandigarh Pollution Testing Laboratory and the samples were collected on 09.05.2023 and results are as under: - pH= 7.59, TDS= 399, TSS= 16.4, BOD= 26.3, COD= 92.0, O&G= 1.8 As per analysis results all the parameters are within the prescribed limits of the Board 5. The project proponent has installed 4 nos. D.G sets of capacity 500*3 KVA & 62 KVA; each are equipped with canopies and adequate stack height. 6. The project proponent has submitted approved site plan by MC Zirakpur. In view of the above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2025 with subject to the suitable conditions and following additional conditions: 1. The project proponent shall install mechanical composter within one month. 2. The project proponent shall submit effluent analysis results from Boards lab within one month. 3. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances. 4. The project proponent shall regularly operate its STP and shall maintain operational record of the same on daily basis. 5. The project proponent shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing. 6. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected. 7. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances. 8. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 9. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
