Sir, the point wise reply of the observations raised by the Competent Authority of the Board is as under:-
1. The project report is enclosed herewith for kind perusal please.
2. The project proponent has submitted the copy of CLU issued by STP, Ludhiana vide memo no. 571/STP(L)/TW-2A dated 17.02.2016 Ludhiana (2007-2031) mentioning that the site of the industry falls in Industrial Land Use Zone as per Master Plan Ludhiana. Further no specific guidelines has been framed by the Board for the establishment of the dyeing unit.
3. The site plan showing the plantation area is enclosed herewith for kind perusal. Further, the planation area is situated inside as well as outside of the premises too.
4. The APCD provided by the industry is adequate enough to keep the emissions within the prescribed limits. The feasibility report of the APCD submitted by the industry is enclosed herewith.
In view of above, it is recommended that ‘Consent to Establish’ (NOC) from pollution angel establishment of dyeing unit for dyeing of textile fabrics and yarn @ 9 Tone/day with disposal of trade effluent @ 270 KLD onto land for plantation after ETP may be granted to the industry for the period of one year with the special condition that the industry shall not commission its process without operating consent to operate of the Board.
