The project proponent has applied for obtaining consent to establish (NOC) of the Board from pollution angle through OCMMS for establishment of new RMC & WMM unit for production of RMC @ 2000 MTD & WMM @ 1280 MTD by using Aggregate, are mixed water and Wet mix (RMC) and Aggregate, sand, Cement, Admixture, Bitumin (WMM) as raw material, the details of the case is as under:
1. The project proponent has submitted copy of report issued by DTP Moga vide no. 401-DTP(Moga) dated 06/04/2023, relevant part of which is reproduced as under:
"ਸਾਈਟ ਪਿੰਡ ਡਾਲਾ (ਹਬ ਨੰ: 47) ਅਤੇ ਪਿੰਡ ਧੂੜਕੋਟ (ਹਬ.ਨੰ: 49) ਦੀ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਦਾ 200 ਮੀਟਰ ਤੱਕ ਮੁੱਢਲਾ ਹਿੱਸਾ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਮੋਗਾ (2016—31) ਅਨੁਸਾਰ ਮਿਕਸ ਲੈਂਡ ਯੂਜ਼ ਅਲੋਂਗ ਰੋਡ ਫਰੰਟ ਜੋਨ ਅਤੇ ਬਾਕੀ ਦਾ ਪਿਛਲਾ ਹਿੱਸਾ ਖੇਤੀਬਾੜੀ ਜੋਨ ਵਿੱਚ ਪੈਂਦਾ ਹੈ। ਯੂਨੀਫਾਈਡ ਜ਼ੋਨਿੰਗ ਰੈਗੁਲੈਸ਼ਨਜ਼—2018 ਅਨੁਸਾਰ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਅਤੇ ਕੰਜੂਮਰ ਪੰਪ ਮਿਕਸ ਲੈਂਡ ਯੂਜ਼ ਅਲੋਂਗ ਰੋਡ ਫਰੰਟ ਜ਼ੋਨ ਅਤੇ ਖੇਤੀਬਾੜੀ ਜ਼ੋਨ ਵਿੱਚ ਆਗਿਆ ਯੋਗ ਹਨ। ਇਸ ਵਿਭਾਗ ਵਲੋਂ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ: ਪੀ.ਐਸ./ਪੀ.ਐਸ.ਐਚ.ਯੂ.ਡੀ. 206 ਮਿਤੀ 12/11/2021 ਅਨੁਸਾਰ ਮਿਕਸ ਲੈਂਡ ਯੂਜ਼ ਅਲੋਂਗ ਰੋਡ ਫਰੰਟ ਜੋਨ ਵਿੱਚ ਗਰੀਨ ਕੈਟਾਗਿਰੀ ਇੰਡਸਟਰੀ ਆਗਿਆਯੋਗ ਹੈ ਅਤੇ ਖੇਤੀਬਾੜੀ ਜੋਨ ਵਿੱਚ ਗਰੀਨ ਕੈਟਾਗਿਰੀ ਇੰਡਸਟਰੀ ਆਗਿਆਯੋਗ ਹੈ, ਬਸਰਤੇ ਕਿ ਸਾਈਟ ਦੇ 100 ਮੀਟਰ ਘੇਰੇ ਵਿੱਚ 15 ਪੱਕੇ ਮਕਾਨ ਬਣੇ ਨਾ ਹੋਣ, ਜੋ ਕਿ ਇਸ ਦਫਤਰ ਦੀ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਸਾਈਟ ਦੇ ਉਤਰ ਵਾਲੇ ਪਾਸੇ 15—20 ਪੱਕੇ ਮਕਾਨ ਬਣੇ ਹੋਏ ਹਨ ਅਤੇ ਸਾਈਟ ਦੇ ਅੱਗੇ ਇੱਕ ਪੈਟਰੋਲ ਪੰਪ, ਇੱਥ ਢਾਬਾ ਅਤੇ ਹੋਰ ਇਮਾਰਤ ਬਣੀ ਹੋਈ ਹੈ। ਇਸ ਲਈ ਪ੍ਰਾਰਥੀ ਕੰਪਨੀ ਪਲਾਂਟ ਦੀ ਦੂਰੀ ਬਣੇ ਹੋਏ ਮਿਾਨਾਂ ਤੋਂ 100 ਮੀਟਰ ਰੱਖਣ ਦੀ ਪਾਬੰਧ ਹੋਵੇਗੀ। ਸਾਈਟ ਅੱਗੇ ਐਨ.ਐਚ.—703 ਪੈਂਦੀ ਹੈ, ਇਸ ਲਈ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਵਲੋਂ ਜਾਰੀ ਪੱਤਰ ਨੰ: ਪੀ.ਪੀ.ਸੀ.ਬੀ./2018/15313—51 ਮਿਤੀ 25/5/2018 ਵਿੱਚ ਜਾਰੀ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਹੋਟ ਮਿਕਸ ਪਲਾਂਟ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਤੋਂ 200 ਮੀਟਰ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਇਕ ਸਾਲ ਦੀ ਮੰਨਜੂਰੀ ਤੇ ਲਗਾਏ ਜਾਣੇ ਆਗਿਆ ਯੋਗ ਹਨ।"
2. The project proponent has submitted copy of report from SDM Moga vide no. 742/Reader dated 28.07.2023, relevant part of which reproduced as under:

3. The project proponent has submitted copy of project report, showing total project cost will be 148.13 lakhs (land on lease, plant & machinery = 85 lakhs + Other assets = 63.13 lakhs). Accordingly, the project proponent has deposited NOC fee of Rs. 8400/- vide UTR/Ref. No. N296232701018635 dated 23.10.2023, which is adequate for one year.
4. The project proponent has submitted copy of registered rent agreement of total land land area 55 kanals 17 marlas in revenue estate of Village Dala & Dhurkot Kalan, Tehsil & District Moga.
5. The Project Proponent has submitted copy of authority letter in favour of Sh. Rajnikant Rao, GM to deal with govt. offices for completion of paper work.
6. The project proponent has submitted copy aks chajra plan and site plan.
Thereafter, the proposed site was already visited by undersigned on 03.02.2024 and it was observed as under:
1. The site is outside the 100 m radius of village lal lakeer/phirni, municipal limit of local body, residential area and 15 pucca houses.
2. The project proponent is in process to install machinery at site.
3. The HT wire of 66 KV passes through the proposed site and PP has submitted that the work regarding shifting of HT wire is under process as they are in connection with PSPCL authorities regarding same.
4. Further, there is no trade effluent and no source of air emission / pollution will be generated from the industry
As per report of DTP Moga, SDM Moga and also as observed during visit, the site is suitable for establishment of Ready Mix Concrete (RMC) and WMM unit and complying with the provisions of the Water Act, 1974 & the Air Act, 1981.
Keeping in view of the above, it is recommended that the consent to establish (NOC) for establishment of Ready Mix Concrete (RMC) and WMM unit at proposed site located for the production of RMC @ 2000 MTD & WMM @ 1280 MTD by using Aggregate, are mixed water and Wet mix (RMC) and Aggregate, sand, Cement, Admixture, Bitumin (WMM), may be granted to the industry for a period of one year with suitable conditions and specific conditions as under:
1. The Project Proponent shall shift the HT wire of 66 KV passes through the proposed site before obtaining consent to operate under the Water Act, 1974 & the Air Act, 1981.
2. The permission is granted from pollution angle and shall obtain all clearances from other departments.
3. The industry is bound to comply with guidelines of Department of Town and Country planning, Punjab.
4. The industry is bound to comply with the zoning regularizations of Master Plan as and when notified and Board will not be liable for any loss incurred in case site falls under non-conforming zone.
