It is submitted that earlier the project was given personal hearing before the Chief Environmental Engineer (P) of the Board on 10.01.2024 and it was decided as under: -
1. The project proponent shall maintained the records w.r.t groundwater abstraction, wastewater generated, energy meter provided with STP, chemicals being used in STP, wastewater treated etc. in a proper log book, format of which shall be obtained O/o Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar, immediately.
2. Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar shall visit the project site to verify the contentions of the project proponent given by it during hearing and thereafter send the report with fresh recommendations.
3. Further action in the matter to decide the consent applications of the project proponent shall taken after the receipt of report from Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar.
To check the compliance of hearing decisions, the project was visited on 02.02.2024 and it was observed as under: -
1. The present occupancy of the project is about 10% and now water meter has been provided on the submersible and as per record about 10 KLD of fresh water is being abstracted daily.
2. The STP was in operation during the visit and as per record about 6 KLD of effluent is treated daily in the STP. As per record about 1 KLD is utilized for irrigation in green area and the rest is being discharged into sewer.
3. The project proponent has now provided compost pits at the back side for composting of wet waste.
The project is now complying with the observations of the earlier visit as well as decisions of the personal hearing given to it.
In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2027 with subject to suitable conditions and additional condition that: -
1. The promoter company shall operate its STP regularly and efficiently, and maintain the record of the same on daily basis. The project proponent shall maintain separate record regarding water being utilized for green area and MC sewer.
2. The promoter company shall submit analysis results of treated domestic effluent from Boards Lab within one month.
3. The promoter company shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
4. The promoter company shall not use any other fuel except HSD in the DG sets.
5. The promoter company may also develop the vermicomposting/composting to manage the biodegradable solid waste. Project proponent shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies. |
