File Note: The industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 23.01.2024 w.r.t show cause notice for refusal of 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974, wherein, it was decided as under: 1. The industry shall operate ETP and APCD regularly and efficiently, so as to achieve prescribed standards at all times. 2. The industry shall maintain the record of water consumption, chemical used for treatment of effluent and discharge. 3. The industry shall ensure that there is no stagnation in plantation area in future. 4. The industry shall store hazardous waste of all categories in scientific manner. 5. The industry shall apply for varied consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for new paddy based boiler, within 07 days. 6. The Environmental Engineer, Regional office-1, Ludhiana shall visit the industry, verify submission made by industry, collect effluent/ emission samples and submit report alongwith recommendations, within 15 days. To check the compliance, the industry was visited by undersigned alongwith Environmental Engineer and JSO, Zonal Lab, Ludhiana on 23.01.2024, and it was observed as under: 1. The ETP was in operation during visit. As per analysis report received from Board’s lab for sample collected from outlet of ETP during visit on 23.01.2024, it has achieved all the prescribed standards i.e. pH – 8.1 (against the prescribed standard of 6.5-8.5), TSS – 38 mg/l (against the prescribed standard of 100 mg/l), TDS – 1883 mg/l (against the prescribed standard of 2100 mg/l), COD – 95 mg/l (against the prescribed standard of 250 mg/l), BOD – 18 mg/l (against the prescribed standard of 30 mg/l), O&G – 7.0 mg/l (against the prescribed standard of 10 mg/l), Sulphides – 1.6 mg/l (against the prescribed standard of 2.0 mg/l), Phenolic Compound – BDL (against the prescribed standard of 1.0 mg/l), Ammonical Nitrogen – 7.4 mg/l (against the prescribed standard of 50 mg/l) and Total Cr. – BDL (against the prescribed standard of 2.0 mg/l). 2. The industry is maintaining the record of water consumption, chemical used for treatment of effluent and discharge. 3. During visit, stack sampling couldn’t be conducted due to unsafe ladder and sampling platform. The industry was advised to provide proper sampling arrangements so that stack sampling may be conducted during visit. 4. The industry has provision of plantation area of 5 Acre. Out of which, plantation area of 2.5 acre has been cleared by the industry and is under rejuvenation/restoration, which will take approx. 1-1.5 months. 5. The industry has assured to apply varied 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 for new paddy based boiler. In view of above, it is recommended that 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 may be renewed for shorter period of six months with special condition that the industry shall develop proper plantation under Karnal Technology in an area of 2.5 acres within one month, which is currently under restoration.
