It is submitted that the industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/SGR/2023/22095970 dated 04.08.2023 and under the Air Act, 1981 vide no. CTOA/Renewal/SGR/2023/22095284 dated 04.08.2023, which are valid up to 31.03.2024 for manufacturing of Rice bran oil @ 32 TPD & De-oiled rice bran cake @ 213 TPD by using Rice bran @ 250 TPD & Hexane @ 600 ltr/day as raw material, by providing Thermax boiler of capacity 8 TPH, subject to certain conditions as mentioned therein.
Now, the industry has installed Drum Water Tube Reciprocating Grate Paddy straw-based Boiler of capacity 10.0 TPH and accordingly has applied online for obtaining varied consents to operate under Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 under Orange category for manufacturing of same type of product, of same quantity i.e. Rice bran oil @ 32 TPD & Deoiled rice bran cake @ 213 TPD by using Rice bran @ 250 TPD & Hexane @ 600 ltr/day as raw material in its existing land & building.
Along with the application, the industry has provided: -
1. Distance certificate obtained from Tehsildar, Sunam signed dated 20.12.2023, mentioning that the site falls outside the MC limit of Sunam and there is no 15 Pucca houses and Village Lal lakir/phirni falls within the 100 mtr radius of the site.
2. The feasibility report mentioning the design and shape of APCD required to control the air pollution to achieve the prescribed standards of PPCB.
3. The industry, through its partner, vide its affidavit dated 12.01.2024 has submitted as under: -
“I am Parshottam Dass S/o Sh. Banarsi Das partner of M/s Pooja Solvex, Jawandha Road, Sunam, District Sangrur.
a. I have not increase any land for installation of new boiler.
b. I have installed new boiler in existing land and building.
c. I have not increased any production capacity and pollution load.
d. I have used fuel for new boiler burning purpose paddy straw (pellets).”
4. The boiler is being replaced by the company considering the fact that use of paddy straw is being promoting by the Govt. and it will also reduce the air pollution to be generated by the unit.
4. The CA certificate mentioning the value of gross fixed assets of the industry.
5. Compliance report of previous granted consent conditions.
6. The fee under the Water Act, 1974 and the Air Act, 1981 as per sr. no. (vii) against the gross fixed assets of Rs. 473.0 as per CA cert. dated 11.01.2024, which is valid upto 30.09.2030 (attached below).
To verify facts on the ground, the industry was visited by the EE and AEE of this office on 27/01/2024 and it was observed as under:-
1. The industry as well as ETP and APCD were in operation. The sampling of ETP could not be carried out due to very low discharge of TE is being reached to the outlet of ETP.
2. The industry has installed Drum Water Tube Reciprocating Grate Paddy straw-based Boiler of capacity 10.0 TPH equipped and multi cyclone as APCD with adequate stack height and the same was in operation during visit. No emissions were observed during visit.
3. The industry has provided thermax boiler of capacity 8 TPH, equipped and multi cyclone as APCD with adequate stack height and heat recovery system. However, the same was found not in operating during visit. The representative of the industry has informed that the same would be kept as stand-by.
4. The proposed site of the industry meets with the general guidelines framed by the Board for the expansion of green category unit. The detailed status report w.r.t. general guidelines as per the report signed by the Tehsildar Sunam verified by the undersigned is tabulated below:

Further, the industry has not increased its land area and also not increased its production capacity. Thus, the industry is not required to obtain SAC clearance and the site is suitable.
5. The industry was using water in the process and trade effluent generated from the process is being discharged onto land for plantation after treatment through ETP.
6. The trade effluent samples could not be collected as there was no discharge at the outlet of the ETP.
7. The industry has installed 01 no. DG set of capacity 500 KVA, which was equipped with the canopy of adequate stack height.
Keeping above in view above mentioned facts, it is, therefore, recommended that varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air Act, 1981 may be granted to the industry upto 30.09.2030 for the production of Rice bran oil @ 32 TPD & De-oiled rice bran cake @ 213 TPD by using Rice bran @ 250 TPD & Hexane @ 600 ltr/day as raw material subjected to certain suitable conditions as per the policy of the Board and following additional conditions: -
1. The industry shall be bound to achieve stack emission standards laid down by the CPCB and amended its APCD from time to time, as per policy of the Board and upgrade its Air Pollution Control Device as prescribed by the Board from time to time.
2. The industry shall get its stack emission sample analyzed from Board / Board's approved private lab in the coming season and thereafter shall submit the analysis report to the Board within 10 days.
3. The industry shall get its trade effluent analyzed from the Board's laboratory and shall submit the analysis results in the coming season and to the Board within 10 days.
4. The industry shall comply with the guidelines issued by CGWA for abstraction of Ground water.
5. The industry shall store & dispose of fuel ash in an environmentally sound manner and in this regard, shall also maintain the record, all the times.
6. The industry shall maintain the record w.r.t. operation of its ETP i.e. Chemical used in the
ETP, quantity of trade effluent, treated in the ETP, power consumption etc. and shall submit the same to the Board on regular basis.
