• The project proponent was granted Consent to Established / NOC vide no. CTE/Fresh/BTI/2022/20204023 dated 22.11.2022 for Development of Residential colony in the name of 'Pee Jay Infra' having 377 no. Residential Plots, 90 no. Commercial Plots, 1 no. Restaurant, 01 no. Nursery School & 01 Religious Building Plot., with suitable conditions along with following special conditions that-
1. The project proponent will not undergo any construction activity without obtaining prior environmental clearance as required under EIA notification dated 14.09.2006.
2. The project proponent will install adequate effluent treatment facility/STP simultaneously with the development of the colony.
3. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for flushing purposes and / or for watering of green areas in the project premises.
4. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016.
5. This consent to establish is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required.
• The project proponent has applied for obtaining extension of consent to establish/NOC for Development of Residential colony in the name of 'Pee Jay Infra' having 377 no. Residential Plots, 90 no. Commercial Plots, 1 no. Restaurant, 01 no. Nursery School & 01 Religious Building Plot.
• The PP has obtained CLU for the said land of 49.28 acres from Chief Town Planner, Punjab vide letter no. 3043 dated 08/07/2022 for the development of a residential colony.
• The PP has also obtained approved layout plan.
• The PP has proposed sewage treatment plant for the treatment of domestic effluent for residential colony of capacity 230 KLD consists of Equalization Tank Grease Oil Chamber M.B.B.R. (Reactor) Secondary Settler Multi Grade Filter Activated Carbon Filter C.C.T. (Chlorination Chamber) Disposal into Sewer / use for Horticulture.
• The PP has proposed to utilize treated water for Green Parks, Road side plantation, Parking area, pathways and buffer zone, which comes out 6.179 acers within the project site. The PP has also land measuring 26 K 09 M bearing Khasra No.362// 24 8-0), 25 )7-18), 372// 4min (7-11) & 5/1 (3-0), which will be used for the discharge of treated effluent as per Karnal Technology. Hence, the PP has sufficient land for the disposal of treated effluent @ 230 KLD.
• Now, the project proponent has deposited NOC fee of Rs. 28800/- through online vide R.No. 914366607 dated 18.01.2024 against the proposed project cost of Rs. 2280.98 lacs, which is adequate for two years, under orange category.
• The site of the PP was visited by AEE of this office on 6.2.2024 and it was observed as under: -
1. The construction/ development of the project was ongoing at the site. The plotting have been demarcated, 2 no houses and shops development were under construction.
2. The site falls in residential land use zone (RD-2) of notified master plan, Bathinda.
3. The project proponent has proposed to install septic tank for the treatment of domestic waste water of capacity @ 10 KLD and sewage treatment plant for the whole colony.
4. The project proponent has proposed to disposed of its treated domestic effluent onto land for plantation in Green Parks, Road side plantation, Parking area, pathways and buffer zone, which comes out 6.179 acers within the project site. The PP has also land measuring 26 K 09 M, which will be used for the discharge of treated effluent as per Karnal Technology.
5. As per the approved master plan, the built-up area of the individual units is more than 1,50,000 sq. mtr., hence, PP needs to obtain EC in compliance to the notification dated 14.09.2006.
6. There is no rice sheller/BKO in 500-meter radius, no HMP within 300 mtr and MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed industry.
7. The PP has proposed to segregate at the source level as bio-degradable and non-bio-biodegradable waste as per the SWM rules -2016. The PP has reserved land area for Solid Waste Management.
8. The project proponent has not proposed any DG set.
• The industry has submitted a document as per which the building plan FAR of the project is less than 150,000sqm. The industry has not obtained EC as per condition no. 1.
• Keeping in view of above it is recommended that
1. Directions may be issued to the PP to not to exceed the built-up area of the project >1,50,000sqm.
2. Directions may be issued to the Local Govt. to not to allow the Project to exceed the built-up area of the project >1,50,000sqm.
3. Extension in validity of Consent to establish/NOC may be granted to the project proponent for the establishment of residential colony in an area of 49.28 acres with suitable conditions along with special condition that the PP will submit completion certificate and final built-up area report from Deptt. Of Local Govt., Punjab.
