It is submitted that the industry has applied for obtaining fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment for ready mix plant for manufacturing of Ready Mix Concrete @ 7063 CFT/day by using raw material Stone Aggregate @ 6636 CFT/day, Coarse Sand @ 3178 CFT/day, Cement @ 60 Metric Tonnes/Day, Fly Ash @ 24 MTD, Water @ 25 KLD alongwith requisite documents.
The industry has deposited Rs. 9200/- vide R. No. 348082795 dated 29.01.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 5800/- vide R. No. 873154223 dated 29.01.2024 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the industry is adequate upto 28.01.2026 after adjusting late fee / penalty against the total cost of the project Rs. 58.67 lacs.
The industry has submitted a work order issued by M/s RGI Infra vide work order no. RGI/GC/001/2023 dated 01/09/2023 at project site of M/s RGI Infra named as “Grand Carnival” at Airport Road, Mohali.
The site of the industry was visited by the undersigned on 06.02.2024. During the visit, it was observed as under:
1. The RMC unit was not in operation.
2. 2 no. silos are installed, one for cement & another for fly ash with APCD (dust collector).
3. Settling tank for recirculation of washing wastewater is provided.
4. The industry has not provided any toilets and only sullage water is being generated from hand washing etc. which is being disposed off onto land for plantation.
The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2025 subject to suitable conditions and following additional conditions that:
1. This consent to operate is valid for manufacturing of Ready Mix Concrete @ 7063 CFT/day by using raw material Stone Aggregate @ 6636 CFT/day, Coarse Sand @ 3178 CFT/day, Cement @ 60 Metric Tonnes/Day, Fly Ash @ 24 MTD, Water @ 25 KLD.
2. This consent is being granted on temporary basis and is valid only until the construction work of project site of M/s RGI Infra named as “Grand Carnival” at Airport Road, Mohali. Thereafter, no further extension will be granted to the industry.
3. The industry shall use RMC plant for inhouse construction activities of the project namely “Grand Carnival” and shall not use the same for any other commercial activity.
4. The industry shall not start any other new process within its unit which may change its category from Green to Orange/ Red, without the prior written permission of the Board.
5. The industry shall obtain permission from other concern departments, if need be.
