To the observation of CEE, Ludhiana, the RO has submitted that the industry was earlier granted consent to operate for Garments Washing @ 6000 Nos/day with generation of trade effluent @ 125 KLD.....................
Now, the industry has applied for varied consent to operate for Garments Washing @ 10000 Num/day with generation and disposal of trade effluent generation @ 199.4 KLD & domestic effluent @ 0.6 KLD into conveyance system of CETP 50 MLD..........
Thus, the industry is carrying out expansion within the existing premises, but the industry is having adequate shares for the expansion.....................
Further, the site of the industry is situated in industrial land use area of notified Master Plan, Ludhiana, hence the expansion can be regularized....................
Presently the industry has not made any arrangement to control the TDS in its effluent but the CTOs are being granted to the member industries of CETP-50 MLD with the special condition that the industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR..............
Accordingly, RO has recommended that:
1. Varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for Garments Washing, Softening, Silicon, Bio, Enzyme & Stone wash etc. @ 10000 Num/day with trade effluent generation @ 199.4 KLD & domestic effluent @ 0.6 KLD into conveyance system of CETP 50 MLD for the period of six months with usual terms & conditions................. 2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to restore the electric connection of the industry temporarily for the period of further six months.
