File Note: It is submitted that the industry is a small-scale orange category unit. Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2021/16902082 dated 27.12.2021 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2021/16592379 dated 27.12.2021, both having validity upto 30.09.2026 for manufacturing of IMFL & Country Liquor @ 6000 Cases/Day by using ENA, Malt Spirit, Vatted Malt Spirit @ 22 Kilo Liters/Day, PP Caps / Guala Caps @ 72000 Numbers/Day, Bottles @ 72000 Numbers/Day, Cartons @ 6000 Numbers/Day as raw material and for disposal of Trade Effluent @ 8.0 KLD - After ETP onto land for plantation, approx. 1500 sqm of landscaped area and 450 sqm of tree plantation area Domestic Effluent @ 2.0 KLD - After STP discharged onto land for plantation with subject to suitable conditions mentioned therein. Now, the industry has proposed to increase its production and has applied for "Consent to Establish"(NOC) expansion for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and fee. The industry shall discharge its treated trade effluent and domestic effluent onto land for plantation along the boundary wall of the project, landscaping area and also along also plantation area to be developed under karnal technology in approx. 1.04 acres land which is adequate for the disposal. As such, the treatment and disposal arrangement proposed by the industry are adequate. Air Pollution: There is no source of air pollution except D.G set of capacity 200 KVA which is provided with canopy and stack of adequate height. The industry has not proposed to install any other D.G set in its premises. As such the site is suitable for expansion and the same can be regularized. NOC Fee The project proponent has deposited Rs. 24,500/- vide Receipt No. 477930420 dated 17.01.2024 as NOC fee including application form fee. The fee deposited by the project proponent is adequate for one year against the total cost of the project of Rs. 1874.00 lacs. Visit: The site of the industry was visited by AEE of this office on 02.02.2024 and it was observed as under: 1. The industry was not in operation during the visit, and the representative informed that due to less orders, the industry is operated occasionally. 2. The industry has proposed to install ETP of capacity 25 KLD for the treatment of trade effluent generated from the process area and the component of ETP consist of screen chamber, O&G trap, collection tank, MBBR tank 1&2, Secondary clarifier, PSF, ACF outlet 3. The industry has also proposed to install STP of capacity 25 KLD for treatment of domestic effluent. 4. The industry shall discharge its treated trade effluent and domestic effluent onto land for plantation along the boundary wall of the project, landscaping area and also along also plantation area to be developed under karnal technology in approx. 1.04 acres land which is adequate for the disposal. 5. The industry has installed septic tank for the treatment of domestic effluent and treated effluent will be discharged onto land for plantation on an area of 1.04 acres. 6. The industry has installed one no. D.G set of capacity 200 KVA with canopy and adequate stack height. 7. The industry is currently complying with the conditions of consent to operate granted to it. Recommendations: - In view of the above, it is recommended consent to establish (NOC) expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with subject to suitable conditions and additional condition that: - 1. The industry shall apply for obtaining varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. 2. The industry shall regularly operate and maintain its ETP and STP and ensure that the treated sewage conforms to the effluent standards prescribed by the Board / Ministry of Environment and Forests & Climate Change for such discharges. 3. The industry shall maintain fresh water consumption used in the processing area as well as maintain the treated water record of ETP and STP. 4. The industry shall develop adequate area as per Karnal Technology for disposal of treated waste water. 5. The project proponent shall comply with the conditions of the CLU granted by the DTP, SAS Nagar vide Memo No. 365 dated 16.03.2020, in true letter & spirit. 6. The industry shall obtain permission from PWRDA for abstraction of ground water. 7. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 8. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 9. The industry shall recycle the entire quantity of cooling water (if any). 10. The industry shall develop its project strictly in accordance with the layout / building plans approved / to be approved by the Competent Authority. 11. The industry shall ensure that due to operation of the project at the site, no nuisance for general public is created at any time and no public complaints are received. 12. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 13. The industry shall comply with the provisions of Solid Waste Management Rules, 2016. 14. The industry shall comply with the provisions of Plastic Waste Management Rules, 2016. 15. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 16. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency Senior Environmental Engineer Date of Receipt: 17.01.2024 Date of Scrutiny: 28.01.2024 Date of Deemed Approval: 09.02.2024
