File Note: Comments of visiting Officer: - • It is intimated that the hospital is a small scale hospital with 30 beds capacity. • The hospital has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board. • The hospital has deposited consent fee of Rs. 20,500/- Vide UTR/Reference No. N325232747090859 Dated 21.11.2023 (including form fee) under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 20,000/- Vide UTR/Reference No. N325232747086508 Dated 21.11.2023 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 31.03.2026. • The hospital was visited by officer of this office on 29.01.2024 and it was observed that: - 1. The hospital was in operation during visit. 2. The hospital is having bed capacity of 30 no's. 3. The hospital has provided liquid treatment system at OT & Lab and was treating its effluent generated from this section with 1-2% Hypochlorite solution. The hospital has provided color coded bins at various locations inside its premises. The segregation was found proper. 4. The hospital has maintained record of bio medical waste generated & lifted to CBWTF. From the record it is clear that the hospital is regularly getting its Bio-Medical waste lifted to CBWTF. 5. The hospital has submitted MOU signed with M/s Meridian Milieu Care Private Limited, Village Bir Pind, Tehsil Nakodar, District Jalandhar which is valid upto 10.01.2026. 6. The hospital has provided final room with lock and key facility for storage of Bio-Medical Waste. 7. The hospital has not provided ETP-cum-STP, however it has submitted sewerage bill from PWSSB Phillaur, which is shows that the sewerage connection is connected with terminal STP of Phillaur City. Further as per Board office order no.379 dated 23.10.2023,It has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by Punjab Pollution Control Board (Punjab Pollution Control Board) without installation of individual ETP’s as an interim arrangement, subject to the condition that HCF’s shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any. Keeping in view of above and it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act 1974 and the Air (Prevention & Control of Pollution) Act 1981 may be granted to the hospital upto 31.03.2026 with usual terms and conditions and with special condition that: - i) The HCF shall ensure to comply with the effluent standards as notified under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 amended upto date and subsequent amendments if any. ii) The HCF will renew its agreement with concerned CBWTF on expiry of the same.
